مؤسسة تنمية المجتمع المدني (بالروسية: Фонд развития граданского общества) هي منظمة غير حكومية تركز أبحاثها بشكل أساسي على مجالات السياسة والتنمية الإقليمية والإعلام المعاصر.
يتمثل هدفها النهائي في سد الفجوة بين البحث الأكاديمي والسياسة العملية، لضمان أن يكون عملها ذا صلة وأن تكون استنتاجاتها قابلة للتطبيق بسهولة.
قيادة
يرأس المؤسسة كونستانتين كوستين (مواليد 17 سبتمبر 1970، في بوشكين، منطقة موسكو) - مستشار سياسي روسي. شغل حتى مايو 2012 منصب نائب رئيس الشؤون السياسية الداخلية في الإدارة الرئاسية الروسية .
بعد مغادرته الكرملين، حافظ كوستين على علاقات جيدة مع النائب الأول لرئيس الإدارة الرئاسية للاتحاد الروسي، فياتشيسلاف فولودين ، الذي يعمل مستشاراً له.
أوضح السيد كوستين لصحيفة إزفستيا اليومية جوهر مؤسسته قائلاً: "نحن نرتبط ارتباطاً وثيقاً بمؤسسة راند ، وهي مركز أبحاث رائد في الولايات المتحدة الأمريكية. نحن مؤسسة تساعد في تحسين السياسات وصنع القرار من خلال البحث والتحليل".
رؤية
لاحظ المراقبون أن الكرملين غيّر أسلوب التعاون مع الخبراء، إذ تقرر استقطاب متخصصين للعمل في مشاريع حكومية ممولة من صناديق خاصة. وأُكّد أن هذا مرتبط برغبة السلطات في الحصول على معلومات مستقلة في التحليلات، بما في ذلك تحليل السلوك الانتخابي للروس.
يعتقد غليب بافلوفسكي، مدير صندوق السياسة الفعالة، أن كونستانتين كان بمثابة إحدى أهم حلقات الوصل بين الكرملين والواقع. ويشير المحلل السياسي إلى «الكفاءة المذهلة لرئيس الهيكل الجديد». ويرى بافلوفسكي أن جوهر صندوق السياسة الفعالة يكمن في كونه «هيكلاً مستقلاً نسبياً، مرتبطاً ارتباطاً وثيقاً بمكتب السياسة الداخلية، ولكنه في الوقت نفسه ليس كذلك».
بحسب كونستانتين سيمونوف، مدير صندوق الأمن الوطني للطاقة، فإن تعيين كونستانتين كوستين رئيسًا لمؤسسة تنمية المجتمع المدني يعكس ممارسة انتقال مسؤولين حكوميين سابقين إلى منظمات السياسات والتحليل. كما أشار سيمونوف إلى أن المؤسسة قادرة على المساهمة في العمل التحليلي لعملية صنع القرار الحكومي، مؤكدًا أن روسيا تفتقر إلى عدد كافٍ من المؤسسات التحليلية المستقلة.
رحّب نائب مجلس الدوما، عالم السياسة فياتشيسلاف نيكانوف ، بإنشاء الصندوق، حيث صرّح في مقابلة مع موقع PRAVDA.Ru قائلاً: "لقد اقترحتُ إنشاء صندوق لدعم المجتمع المدني، لأن روسيا في هذا الصدد متأخرة عن جميع الدول الغربية المتقدمة. ومستوى الدعم الذي نتلقاه لمؤسساتنا المدنية من خارج روسيا يفوق ما نتلقاه من داخلها. لذلك، أعتقد ذلك".
نشاط
تقوم المؤسسة بتنفيذ مشاريع علمية وبحثية، بالإضافة إلى توزيع المنح على المنظمات غير الحكومية الأخرى ومنظمات البحث والتطوير التي تغطي مواضيع مماثلة.

أصدر الصندوق خمسة تقارير رئيسية في الفترة 2012-2013:

بعيدًا عن الكرملين، وفي إطار تأسيس الصندوق في مايو 2012، تنبأ كونستانتين كوستين، في مقابلة مع مجلة «إكسبيرت»، بتطور النشاط السياسي في روسيا خلال الفترة 2014-2015، قائلاً: «ابتداءً من عام 2014، ستشهد البلاد سلسلة من الانتخابات الإقليمية المعقدة للغاية. وإذا ما انتقل قادة المعارضة من الشعارات الرنانة والعبارات البالية إلى العمل السياسي الحقيقي، وأدركوا الآن أن هذا الأمر يخص المناطق، وبدأوا العمل، فسيكون لديهم فرص جيدة في الفترة 2014-2015».
في عدد من الأبحاث التي أجراها الصندوق، برز تقريرٌ عن احتجاجات 2011-2012. وقال كوستين إن سياسة الشارع اتجاهٌ عالمي، وسيظل سارياً في روسيا، لكن «موجة الاحتجاجات الجديدة قد انتهت»، وأن الجماعات الاجتماعية التي توحدت في ديسمبر/كانون الأول «لم تعد تشعر بروح الجماعة».
وقد تم تأكيد موضوعية بحث المؤسسة، وكذلك تقديرات وتصريحات رئيسها، من قبل مجتمع الخبراء والمشاركين وقادة حركة الاحتجاج.
تعتبر الدراسة والمقال الذي كتبه كوستين في صحيفة "موسكو نيوز" وسلسلة المقابلات التي أجراها كوستين مع وسائل الإعلام المختلفة حول كيفية نظر الكرملين إلى الاحتجاج، ومن بينها مقابلة مع موقع Gazeta.ru ، ذات أهمية خاصة للخبراء والمؤرخين.
المشاريع
أبحاث الإعلام الجديد
The Foundation is launching new, large-scale project researching new media in Russia, using software from the Crimson Hexagon system – an analytics platform which automatically scans and sorts online content. The research will focus on a study of current social and political issues. This would essentially be an alternative in Russia to both "Medialogia" and the once popular – but now defunct - "Yandex Top blogs". The Fund contends that under the Crimson Hexagon scope is to be not just opposition, but authorities as well.
Atlas of political consultants
The Foundation developed an "Atlas of political consultants", described by the organization as a reference guide listing political consultants who had participated in election campaigns in Russia during the previous ten years. According to the Foundation, the project was intended to distinguish experienced political consultants ahead of the Single Voting Day on 8 September.
Rating of Russian regions
August 2013, the FDCS released first issue of a Rating of social well-being in the regions The research is based on data from the “Public Opinion” Foundation (FOM) and shows that Russian regions can be rated according to the peoples’ satisfaction levels with their current living situations - taking into account their attitude towards the authorities and protest potential. A person's sense of social security does not directly depend on the economic situations and living standards of that particular region. FDCS plans to monitor the dynamics of social well-being and to identify key parameters that affect its change.
The head of FOM, Aleksander Oslon, said that he was satisfied with the interpretation by the "geo-rating" method which has been in use for almost a decade and which is used primarily by the Presidential Administration. He is quoted as saying that "The Foundation for Civil Society Development utilises a clear and simple methodology: percentages are converted into points and summarised”.
Social science teachers conference
The Foundation designed a social science teachers conference as a long-term project. The main task ahead according to Mr. Kostin was to create a platform for meaningful and interesting discussion on political agendas and also the exchange of ideas between specialists, politicians and civil servants. Welcoming the very fest Conference Kostin expressed his confidence that the conference would help identify the most promising ways forward for further study and research and would lead to a series of lectures on modern day regional and federal politics with a view to creating teaching and learning aids for the younger generation. The conference involved lectures and discussions on the following topics: the latest teaching methods of social sciences; modern political sociology; the interaction between state and civil society; the development of Russia's political system.

The Foundation for Civil Society Development (FCSD) was conceived on June 4, 2012.

The founders were: Russian Public Policy Fund, Institute for Public Planning an independent non-commercial organization, OPORA ROSSII the All-Russian public organization for SME, MediaSoyuz All-Russian public organization of mass media professionals.

The Members of the Board are: K.N. Kostin (chairman of the Board @ CEO), A.Yu. Trubetskoy, S.R. Borisov, V.A. Fadeev, S.V. Stoyalova.
