هارش ديف سينغ سياسي ومحامٍ هندي. شغل منصب رئيس حزب النمور الوطني في جامو وكشمير من عام 2012 [ 1 ] إلى عام 2022. فاز بثلاث انتخابات كنائب عن دائرة رامناغار الانتخابية لمدة 18 عامًا متواصلة من عام 1996 حتى عام 2014. خلال فترة توليه منصب وزير التعليم في جامو وكشمير من عام 2002 إلى عام 2008، أصبحت اللغة الإنجليزية لغة إلزامية بدءًا من الصف الأول الابتدائي . فاز هارش ديف سينغ بأول انتخابات له في الجمعية التشريعية عام 1996. [ 4 ] تخرج هارش ديف سينغ من مدرسة ساينيك ناغروتا عام 1977. وحصل على شهادة البكالوريوس في القانون (المهني) وشهادة الماجستير في الأدب الإنجليزي من جامعة جامو. كما أتمّ دورة متقدمة في "القانون الإنساني الدولي" في بوسطن بالولايات المتحدة الأمريكية. ونال أعلى تكريم عندما دُعي إلى جامعة هارفارد الأمريكية، التي تُعتبر من أعرق جامعات العالم.

حياة مهنية

عضو في الجمعية التشريعية لجامو وكشمير

فاز هارش ديف سينغ بثلاث انتخابات عن دائرة رامناغار ، وشغل منصب عضو في الجمعية التشريعية لجامو وكشمير لمدة 18 عامًا متواصلة، من عام 1996 إلى عام 2014. وحصل في ولايته الأولى على جائزة أفضل مشرّع. [ 5 ] ونظرًا لإسهاماته البارزة ودفاعه عن قضايا الفقراء والمهمشين والمزارعين والشباب العاطلين عن العمل والموظفين، فضلًا عن مختلف شرائح المجتمع، منحه حاكم ولاية هاريانا آنذاك، السيد بابو بارماناند، جائزة "نجمة جامو". كما كرّمته إحدى المنظمات في جامو بجائزة "بابا صاحب بهيم راو أمبيدكار".

وهو السياسي الوحيد في جامو وكشمير الذي دعته مؤسسة IMPA، وهي معهد تدريب تابع لحكومة جامو وكشمير، لإلقاء محاضرات وإجراء برامج توجيهية حول الدستور وقوانين جامو وكشمير لضباط الخدمة الإدارية الهندية/خدمة الخدمة الإدارية الكشميرية الجدد في كادر جامو وكشمير.

عُيّن خبيراً لتقديم التدريبات لـ 55 عضواً منتخباً حديثاً في المجالس التشريعية للولايات والمجالس التشريعية الإقليمية عام 2014 من قبل حكومة الولاية برئاسة مفتي سعيد. وخسر الانتخابات عام 2024.

وزير التربية والتعليم، 2002

أدى هارش ديف سينغ اليمين الدستورية كوزير للتعليم بعد انتخابات الجمعية التشريعية في جامو وكشمير عام 2002. وكان أول وزير في الحكومة من حزب النمور. [ 6 ]

Under Harsh Dev, English became the compulsory language from first grade in all government schools. In his term as education minister the government opened 22 new degree colleges. Prior to which 32 colleges had been established in a 100 years time. They also opened over 11,000 new schools in the state.[7] He also created history by promoting 22000 employees of Education department within three years.

To deal with teaching staff shortages in remote areas, Harsh Dev moved 2,800 teachers from cities back to their original rural postings.[8]

His performance as Education Minister of J&K was publicly appreciated by then Union Minister for Human Resources Development, Sh. Arjun Singh in a conference in presence of various Education Ministers of different States, He received Best citizen of India Award from a Delhi based international organization. He has also been conferred with 'Glory of India' (Gold Medalist) Award.

He is the only Minister in the history of J&K whose work proficiency and competency was appreciated by the entire 86 MLAs in the legislative Assembly.

Chairman of Panthers Party, 2012

Bhim Singh who had been the Chairman of the Panthers Party for 30 years nominated Harsh Dev Singh to the position on 27 November 2012 to coincide with the 65th anniversary of the Instrument of Accession signed between the Maharaja and India.[9] He held the post of chairman for nearly 10 years till 7 May 2022.

Protest as Opposition in Legislative Assembly, 2014

On 28 August 2014, Harsh Dev Singh led protests disturbing proceedings in the assembly house with placards demanding that the word secular be inserted into the Jammu and Kashmir constitution to bring it to parity with the Constitution of India. In the protest they also claimed that the BJP who had recently come into power in the Indian national government in May 2014 were destroying the secular fabric of the country.[10]

House Arrest, 2019

Following Revocation of the special status of Jammu and Kashmir in August 2019, Harsh Dev Singh was put under house arrest for over two months.[11]

Aam Aadmi Party, 2022

Harsh Dev Singh joined Aam Aadmi Party on 7 May 2022 along with other leaders of the Jammu and Kashmir National Panthers Party, including Rajesh Pandgotra provincial president, Gagan Pratap Singh, Purushottam Parihar and Sudesh Dogra.[12] He resigned from AAP on 16 February 2023, and rejoined the Jammu and Kashmir National Panthers Party.

تراث دوغرا

دعا إلى الاعتراف بتراث الدوغرا ولغة الدوغري ، مستشهداً بالحكم المستقر الذي وفرته للبلاد في عهد المهراجا من عام 1846 إلى عام 1947، حين اندلع نزاع كشمير القائم على الخلافات الدينية في الولاية. [ 14 ] [ 15 ]

التماس إلى المحكمة العليا لإعادة انتخابات جمعية جامو وكشمير لعام 2023

في 13 مايو، قدم قادة حزب جامو وكشمير الوطني الشعبي، بقيادة هارش ديف، التماسًا إلى المحكمة العليا في الهند ضد لجنة الانتخابات الهندية ، للمطالبة باستعادة العملية الديمقراطية، [ 16 ] وكان العديد من المسؤولين المنتخبين البارزين قد وُضعوا سابقًا قيد الإقامة الجبرية في ذلك الوقت، بمن فيهم الوزير السابق هارش ديف، الذي احتجزته الشرطة في منزله لأكثر من شهرين. في 2 مايو 2023، أعلن سكرتير وزارة المناجم، فيفيك بهارادواج، عن خطة لإجراء مزاد لتخصيص حقوق التعدين على أساس الأولوية بحلول ديسمبر 2023. [ 18 ] طعن الوزير السابق ورئيس حزب جامو وكشمير الوطني، هارش ديف سينغ، في الأساس القانوني الذي استندت إليه الحكومة الفيدرالية في خطتها لتخصيص حقوق تعدين بقيمة 500 مليار دولار أمريكي (نصف تريليون دولار). [ 19 ] في 29 مايو 2023، صرّح هارش ديف، برفقة أنكيت لوف ، في مؤتمر صحفي متلفز [ 20 بأنه وفقًا لقانون المناجم والمعادن (التنمية والتنظيم) لعام 1957 ، فإن حكومة الولاية الفيدرالية أو الإقليم الاتحادي فقط هي التي تملك الحق القانوني في إجراء المزادات وتخصيص امتيازات التعدين للمعادن الموجودة على الأرض. Election Symbol Frozen by ECI, 2024

In March 2024 the Election Commission of India, suddenly froze the name and symbol of the Panthers Party,[23] prior to the April 2024 Indian general election. Thereby preventing the Panthers from using their 4 decade old bicycle symbol by which people in the remote mountain villages recognise the party on ballots in the Udhampur Lok Sabha constituency, adjacent to the lithium find, which the party had previously won in 1988.

Chenani Assembly Election, 2024

Harsh Dev Singh stood as a candidate from Chenani assembly constituency in the 2024 Jammu and Kashmir Legislative Assembly for the National Panthers Party with the INDIA alliance. He polled 32,379 votes coming second to his cousin Balwant Singh Mankotia who polled 47,990 votes, a former president of the National Panthers Party who had recently defected to the BJP. The two cousins polled over 94% of the votes combined in the seat formerly held by their uncle Prof. Bhim Singh since 1977.

Harsh Dev Singh moved the Jammu and Kashmir High Court alleging corrupt electoral practices. In November 2024, the High Court sent a notice to the Election Commission of India in regards to the plea seeking to nullify the result.[24] In September 2024, Harsh Dev Singh called for an audit of the Electronic Voting Machines (EVMs) used in Chenani. Engineers certified EVMs as non-functional during the review process, to which the authorities rebutted that the issue was a minor clock error.[25] Singh however alleged collusion between the ECI and BJP.[26]

Personal life

His uncle Bhim Singh was founder of the Panthers Party, and his cousin Ankit Love is the leader of the One Love Party in Great Britain.
