العلاقات الخارجية لتايوان

تُدار العلاقات الخارجية لتايوان ، أو جمهورية الصين رسمياً، من خلال جهود وزارة الخارجية ، وهي وزارة على مستوى مجلس الوزراء تابعة للحكومة المركزية . [ 1 ] [ 2 ] اعتباراً من يناير 2024 ،تربط جمهورية الصين علاقات دبلوماسية رسمية مع 11 دولة من أصل 193 دولة عضو في الأمم المتحدة، ومع الكرسي الرسولي الذي يدير دولة الفاتيكان . [ 3 ] إضافةً إلى هذه العلاقات، تُقيم جمهورية الصين علاقات غير رسمية [ 4 ] مع 59 دولة عضو في الأمم المتحدة، ودولة واحدة أعلنت استقلالها من جانب واحد ( أرض الصومال )، وثلاثة أقاليم ( غوام ، وهونغ كونغ ، وماكاو ؛ مع العلم أن العلاقات مع الأخيرتين مُعلقة منذ عام 2021 [ 5 ] )، والاتحاد الأوروبي عبر مكاتبه التمثيلية وقنصلياته . وفي عام 2025، احتلت حكومة جمهورية الصين المرتبة 33 في مؤشر الدبلوماسية بـ 110 مكاتب. [ 6 ]
تاريخياً، اشترطت جمهورية الصين على حلفائها الدبلوماسيين الاعتراف بها كحكومة شرعية وحيدة لـ"الصين"، متنافسةً مع جمهورية الصين الشعبية على الاستخدام الحصري لاسم "الصين". خلال أوائل سبعينيات القرن العشرين، حلت جمهورية الصين الشعبية محل جمهورية الصين كحكومة معترف بها لـ"الصين" في الأمم المتحدة بموجب القرار 2758 ، الأمر الذي أدى أيضاً إلى فقدان جمهورية الصين لمنصبها المحوري كعضو دائم في مجلس الأمن التابع للأمم المتحدة لصالح جمهورية الصين الشعبية عام 1971. [ 7 ]
مع استمرار تراجع الاعتراف الدولي بجمهورية الصين (تايوان) بالتزامن مع صعود جمهورية الصين الشعبية كقوة عظمى ، تحولت السياسة الخارجية لتايوان إلى موقف أكثر واقعية يتمثل في السعي الحثيث للحصول على اعتراف مزدوج من جمهورية الصين الشعبية. [ 8 ] وتماشياً مع سياسة الصين الواحدة ، تستخدم العديد من المنظمات الدولية التي تشارك فيها تايوان أسماءً بديلة، منها " تايبيه الصينية " في الاتحاد الدولي لكرة القدم ( فيفا ) واللجنة الأولمبية الدولية ، وغيرها. [ 9 ]
السياق التاريخي
شاركت حكومة جمهورية الصين في مؤتمر موسكو عام 1943 ، ومؤتمر دمبارتون أوكس ، ومؤتمر الأمم المتحدة للمنظمات الدولية ، وكانت عضوًا مؤسسًا في الأمم المتحدة بعد مشاركتها في التحالف الذي انتصر في الحرب العالمية الثانية . في عام 1949، خسر القوميون الحرب الأهلية الصينية في بر الصين الرئيسي، وتراجعوا إلى تايوان، وبنغهو ، وكينمن، وماتسو ، مشكلين دولةً صغيرة . على الرغم من الخسارة الكبيرة في الأراضي، استمرت الأمم المتحدة والعديد من الدول غير الشيوعية في الاعتراف بجمهورية الصين كحكومة شرعية للصين. [ 10 ]
دعت السياسة الخارجية الأمريكية للفترة 1950-1971 إلى الاعتراف الكامل بحكومة الصين في تايوان ودعمها. ومع اندلاع الحرب الكورية (1950-1953)، مُنعت تايوان من تقديم أي دعم عسكري لكوريا الجنوبية. إلا أن إدارة ترومان استأنفت المساعدات الاقتصادية والعسكرية لجمهورية الصين (تايوان) في تايوان، وحالت مضيق تايوان بإرسال الأسطول السابع الأمريكي لمنع غزو محتمل من الحزب الشيوعي الصيني ، وتفادي أي غزو مضاد محتمل من جمهورية الصين (تايوان) للبر الرئيسي. [ 11 ] وفي ديسمبر/كانون الأول 1954، وُقّع تحالف عسكري أمريكي تايواني كجزء من استراتيجية الحرب الباردة الأمريكية في الشرق الأقصى، وذلك لمنع قوات شيانغ كاي شيك في تايوان من مهاجمة الصين، [ 12 ] مما أشعل فتيل حرب أخرى أوسع نطاقًا بين الولايات المتحدة والصين. [ 13 ] [ 12 ]
تكوّن الوجود العسكري الأمريكي في تايوان من مجموعة المساعدة العسكرية الاستشارية (MAAG) وقيادة الدفاع الأمريكية عن تايوان (USTDC). وشملت الوحدات البارزة الأخرى الفرقة الجوية 327. وحتى اعتراف الولايات المتحدة رسميًا بجمهورية الصين الشعبية عام 1979، قدمت واشنطن لجمهورية الصين منحًا مالية بموجب قانون المساعدة الخارجية ، وقانون الأمن المتبادل ، وقانون التنمية الدولية الذي سنّه الكونغرس الأمريكي . ووُقّعت معاهدة دفاع مشترك صينية أمريكية منفصلة بين حكومتي الولايات المتحدة وجمهورية الصين عام 1954، واستمرت حتى عام 1979 .
كان الموقف الرسمي لوزارة الخارجية الأمريكية في عام 1959 هو:
إن العاصمة المؤقتة لجمهورية الصين كانت في تايبيه، تايوان (فورموزا) منذ ديسمبر 1949؛ وأن حكومة جمهورية الصين تمارس سلطتها على الجزيرة؛ وأن سيادة فورموزا لم تُنقل إلى الصين؛ وأن فورموزا ليست جزءًا من الصين كدولة، على الأقل ليس حتى الآن، ولن تُصبح كذلك إلا بعد إبرام معاهدات مناسبة في المستقبل. يمكن القول إن فورموزا إقليم أو منطقة تحتلها وتديرها حكومة جمهورية الصين، ولكنها غير معترف بها رسميًا كجزء من جمهورية الصين. [ 16 ]
على مدى العقود الماضية، حافظت الولايات المتحدة على موقفها الرافض لدعم استقلال تايوان، وبدلاً من ذلك انتهجت سياسة الصين الواحدة التي يسترشد بها قانون العلاقات مع تايوان، والبيانات المشتركة الثلاثة بين الولايات المتحدة والصين، والضمانات الست، وتوقعت معالجة الخلافات عبر المضيق سلمياً، وعارضت أي تغييرات أحادية الجانب على الوضع الراهن من أي من الجانبين. [ 17 ]
طرد من الأمم المتحدة عام 1971
في عام 1971، طردت الأمم المتحدة جمهورية الصين (تايوان) ونقلت مقعدها إلى جمهورية الصين الشعبية . [ 7 ] وبالإضافة إلى اعتراف أغلبية الدول بجمهورية الصين قبل صدور قرار الأمم المتحدة رقم 2758 ، فقدت جمهورية الصين عضويتها في جميع المنظمات الحكومية الدولية التابعة للأمم المتحدة. ولأن الأمم المتحدة والمنظمات ذات الصلة، كمحكمة العدل الدولية، تُعدّ من أكثر المحافل شيوعًا لتطبيق القانون الدولي بفعالية، وتُمثّل المجتمع الدولي للدول ذات السيادة، فقد قطعت أغلبية الدول المتحالفة مع الغرب خلال الحرب الباردة علاقاتها الدبلوماسية مع جمهورية الصين، وأقامت علاقات دبلوماسية مع جمهورية الصين الشعبية.
تشير المادتان 23 و110 من ميثاق الأمم المتحدة، في الفصل الثاني منه ، صراحةً إلى جمهورية الصين (تايوان)، إلا أن مقر "الصين" يشغله حاليًا جمهورية الصين الشعبية. وتواصل جمهورية الصين الحفاظ على علاقات وثيقة، [ 18 ] [ 19 ] بما في ذلك مع معظم المنظمات غير الحكومية [ 20 ] [ 21 ] [ 22 ] [ 23 ] [ 24 ] [ 25 ] [ 26 ] في الأمم المتحدة ، بالإضافة إلى اهتمام اليونسكو . [ 27 ] وقد وقّعت جمهورية الصين على اتفاقية فيينا للعلاقات الدبلوماسية وصادقت عليها في 18 أبريل 1961 و19 ديسمبر 1969، [ 28 ] بما في ذلك البروتوكول الاختياري المتعلق بالتسوية الإلزامية للمنازعات. [ 29 ] وباعتبارها حجر الزاوية للدبلوماسية الحديثة منذ مؤتمر فيينا ، فإن المادة 35 من اتفاقية فيينا لقانون المعاهدات لعام 1969 تنطبق أيضًا على جمهورية الصين منذ عام 1971. [ 30 ] ونظرًا لانعدام الأمن والتعصب في جمهورية الصين في سبعينيات وثمانينيات القرن الماضي بعد طردها من قبل الأمم المتحدة، فضلًا عن النفوذ الأمريكي، [ 31 ] فقد شهدت جمهورية الصين تحولًا ديمقراطيًا تدريجيًا واعتمدت حق الاقتراع العام ، وانتهى ذلك في ظل قيادة الحزب الواحد للرئيس شيانغ تشينغ كو برفع الأحكام العرفية التي استمرت 38 عامًا بسبب التمرد الشيوعي في بر الصين الرئيسي، وتأسيس الهوية الذاتية الجديدة لجمهورية الصين (النظام) في تايوان في المجتمع الدولي، مما أدى إلى ظهور دولتي الصينين في العالم. إن قرار الأمم المتحدة رقم 2758 غير ملزم في القانون الدولي فيما يتعلق بالوضع الدولي لجمهورية الصين في تايوان، وتواصل جمهورية الصين البحث عن فرص للانضمام إلى الوكالات المتخصصة التابعة للأمم المتحدة لتصبح مراقباً دائماً [ 32 ] تحت رعاية قرار الأمم المتحدة رقم 396، [ 33 ] الذي أوصى على النحو الواجب بمسائل النقاش حول التمثيل الصيني في الأمم المتحدة.
انتخابات
أُجريت أول انتخابات رئاسية مباشرة عام 1996 ، وانتُخب الرئيس الحالي لي تنغ هوي . [ 34 ] اعتبارًا من 4 مايو 2015، أصبح مواطنو جمهورية الصين مؤهلين للحصول على معاملة تفضيلية في التأشيرات من 142 دولة ومنطقة. [ 35 ] وفي سياق القوى العظمى والدبلوماسية المؤثرة، تشمل حلفاء جمهورية الصين التقليديين والمستقرين الولايات المتحدة الأمريكية وكندا واليابان وأستراليا ونيوزيلندا. [ 36 ] وتشمل دبلوماسية جمهورية الصين الثقافية إنشاء مركز تايوان للموارد للدراسات الصينية عام 2012 في جامعات رئيسية حول العالم.
المساعدة التنموية
منذ عام 1950، أولت تايوان اهتماماً بالغاً بالمساعدات الدولية، ما جعل ممثليها موضع ترحيب حتى في الدول التي لا تربطها بها علاقات دبلوماسية رسمية. وتتيح هذه السياسات تقديم مساعدات سخية دون شروط صارمة للمساءلة، لا سيما في الدول النامية في أفريقيا وأمريكا اللاتينية وجنوب المحيط الهادئ. وقد أكسبها بناء سمعة طيبة كجهة مانحة مسؤولة وسخية مكانة مرموقة، خاصةً بالمقارنة مع دور المساعدات الخارجية في سياسات الصين، مثل مبادرة الحزام والطريق . [ 37 ] [ 38 ] [ 39 ]
تُعدّ جمهورية الصين (تايوان) من أبرز الداعمين للمساعدات الإنمائية الرسمية ، [ 40 ] حيث يتولى صندوق التعاون والتنمية الدولي إدارة مشاريع المساعدات الخارجية والتعاون الدولي لتايوان. [ 41 ] [ 42 ] واعتبارًا من عام 2010، وبالتزامن مع حلفاء الولايات المتحدة الأمنيين الآخرين، بما في ذلك أستراليا ونيوزيلندا واليابان وكوريا الجنوبية في منطقة آسيا والمحيط الهادئ بموجب قانون العلاقات مع تايوان ، حظي مسؤولون من جمهورية الصين بزيارات شبه رسمية إلى الولايات المتحدة على المستويين الحكومي والسياسي، بما في ذلك التوجيه العسكري التعاوني التايواني الأمريكي [ 43 ] [ 44 ] [ 45 ] في مناورات هان كوانغ السنوية المشتركة للقوات. [ 46 ]
مراكز الفكر
شهد النظام السياسي في تايوان تطوراً ملحوظاً نحو مزيد من التحرر السياسي. وبحلول تسعينيات القرن الماضي، كانت تايوان تتمتع بنظام ديمقراطي يتسم بتعدد الأحزاب، والتنافس بين الفصائل، ونشاط المجتمع المدني، وتعدد جماعات المصالح. وقد برزت مراكز الفكر نتيجةً للمكانة المرموقة للخبرة والطلب المتزايد على الدبلوماسية غير الرسمية التي فرضها فقدان الاعتراف الدبلوماسي الرسمي. ولعبت هذه المراكز دوراً محورياً في تخطيط العلاقات مع دول العالم وتفعيلها. [ 47 ]
طوّرت الجامعات الأوروبية ومراكز الأبحاث ومراكز الفكر مجالاً أكاديمياً جديداً لدراسات تايوان، لا سيما في أوروبا، نظراً للمكانة الفريدة التي تحظى بها تايوان في النظام الدبلوماسي العالمي. ويُبدي الباحثون المعنيون التزاماً عميقاً بدراسات تايوان، وقد أنشأوا شبكة واسعة من الباحثين على مستوى أوروبا. [ 48 ]
السياسات
الاقتصاد
كان الناتج المحلي الإجمالي لجمهورية الصين متقدماً على العديد من اقتصادات مجموعة العشرين قبل عام 2012. [ 49 ]
وكالات الأمم المتحدة المتخصصة
بصفتها دولة غير عضو في الأمم المتحدة، ومن خلال المشاركة كعضو في وكالة أو أكثر من وكالات الأمم المتحدة المتخصصة [ 50 ] والعمل في نظام سياسي موازٍ للحزب الشيوعي الصيني [ 51 ] كما هو الحال في ألمانيا وكوريا، قد تُمنح جمهورية الصين صفة مراقب دائم في منظمات مثل صندوق النقد الدولي والبنك الدولي . [ 52 ] [ 53 ]
تتيح المشاركة في مؤتمر الابتكار في آسيا والمحيط الهادئ التفاعل مع مدير قسم الاقتصاد والإحصاء في المنظمة العالمية للملكية الفكرية (الويبو) ، الذي يرفع تقاريره مباشرة إلى المدير العام. [ 54 ] [ 55 ]
العزلة الدولية
بسبب "غياب التفاهم بين ضفتي المضيق" ( توافق عام 1992 )، [ 56 ] واجهت جمهورية الصين عزلة دولية نتيجة للضغوط السياسية والاقتصادية من جمهورية الصين الشعبية منذ سبعينيات القرن الماضي، واستمرت هذه العزلة في ظل إدارة الحزب الديمقراطي التقدمي المؤيدة لاستقلال تايوان . [ 57 ] لا يُسمح لتايوان بحضور جمعية الصحة العالمية ، أو الإنتربول ، أو منظمة الطيران المدني الدولي ، أو برنامج شهادات عملية كيمبرلي التابع للأمم المتحدة . تشمل أشكال العزلة الدولية الأخرى تدابير ضد أنشطة اللجنة الأولمبية لتايوان ، ومهرجان وجوائز الحصان الذهبي السينمائي (التي قاطعتها)، وحظر حصول الصحفيين التايوانيين على تصاريح لحضور اجتماعات الأمم المتحدة واتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ . [ 58 ] [ 59 ] [ 60 ] [ 61 ] [ 62 ]
يرى المحللون أن استراتيجية الصين القسرية ربما أثبتت أنها تأتي بنتائج عكسية، إذ أنها زادت من توحيد حلفاء الولايات المتحدة (بما في ذلك أستراليا والمملكة المتحدة) في ردهم، مما يجعل من الصعب على بكين تحقيق أهدافها الجيوسياسية المنشودة. [ 63 ] [ 57 ]
يشارك المجتمع المدني (متعدد القطاعات) في جمهورية الصين (تايوان ) [ 64 ] حاليًا في 11 مشروعًا من مشاريع أهداف الأمم المتحدة للتنمية المستدامة . [ 65 ] وتحتل جمهورية الصين (تايوان) المرتبة 31 من بين 176 دولة وإقليمًا في مؤشر مدركات الفساد لعام 2016 الصادر عن منظمة الشفافية الدولية . [ 66 ]
النزاعات الدولية

في سبعينيات القرن العشرين، حوّلت دول عديدة اعترافها الدبلوماسي من جمهورية الصين (تايوان) إلى جمهورية الصين الشعبية (جمهورية الصين الشعبية)، بما في ذلك الولايات المتحدة واليابان وكندا. وفي أكتوبر/تشرين الأول 1971، أصدرت الجمعية العامة للأمم المتحدة القرار 2758، الذي قضى بطرد "ممثلي شيانغ كاي شيك" ونقل مقعد الصين في مجلس الأمن إلى جمهورية الصين الشعبية. وأعلن القرار أن "ممثلي حكومة جمهورية الصين الشعبية هم الممثلون الشرعيون الوحيدون للصين لدى الأمم المتحدة". ومع ذلك، ظلّت مسألة مبدأ "الأمر الواقع" لتايوان وأسلحة الدمار الشامل قضية خلافية.
لم تنجح محاولات جمهورية الصين (تايوان) المتكررة للانضمام مجدداً إلى الأمم المتحدة في تجاوز اللجنة، وذلك بسبب معارضة جمهورية الصين الشعبية وتهديداتها باستخدام حق النقض (الفيتو). وقد جادل الرئيس تشين شوي بيان بأن القرار 2758، الذي استبدل جمهورية الصين بجمهورية الصين الشعبية عام 1971، لم يتناول سوى مسألة من ينبغي أن يشغل مقعد الصين في الأمم المتحدة، بدلاً من التطرق إلى إمكانية استحداث مقعد إضافي لمنطقة تايوان لتمثيل 23 مليون نسمة يقيمون في البر الرئيسي التايواني والجزر الأخرى .
منذ سبعينيات القرن الماضي، تنافست جمهورية الصين الشعبية وجمهورية الصين (تايوان) على الاعتراف الدبلوماسي من دول العالم، وغالبًا ما كان ذلك عبر تقديم مساعدات مالية للدول الفقيرة كحافز. [ 68 ] [ 69 ] وكشرط أساسي لإقامة علاقات دبلوماسية، تشترط جمهورية الصين الشعبية على الدولة الأخرى التخلي عن أي اعتراف بجمهورية الصين. ومنذ تطبيق سياسة "الدبلوماسية البراغماتية" (務實外交؛ Wùshí wàijiāo ) عام 1991، لم تُصرّ جمهورية الصين على اعتبارها الممثل الوحيد للصين، ولا تُطالب الدول التي تعترف بها بإنهاء علاقاتها مع جمهورية الصين الشعبية. [ 70 ] فعلى سبيل المثال، عندما اختارت سانت لوسيا الاعتراف بجمهورية الصين عام 2007، صرّح وزير الخارجية روفوس بوسكيه بأن هذا القرار "لا ينبغي تفسيره على أنه قطع لعلاقاتنا مع جمهورية الصين الشعبية". [ 71 ] ومع ذلك، ترد جمهورية الصين الشعبية على الاعترافات الأجنبية بجمهورية الصين بتعليق العلاقات مع الدولة الأخرى. [ 70 ]
على صعيد غير رسمي، تخوض جمهورية الصين نزاعات في بحر الصين الجنوبي حول السيطرة على جزر سبراتلي مع الصين وماليزيا والفلبين وفيتنام وبروناي ؛ وحول جزر باراسيل ، التي تحتلها الصين ، لكن فيتنام وجمهورية الصين تطالبان بها. [ 72 ] كما تطالب حكومة جمهورية الصين بجزر سينكاكو . [ 73 ] [ 74 ]
في 14 أكتوبر/تشرين الأول 2024، أطلقت الصين مناورات عسكرية واسعة النطاق بالقرب من تايوان ردًا على خطاب الرئيس لاي تشينغ تي الأخير. وقد انتقدت تايوان بشدة هذه الخطوة، وأعربت الولايات المتحدة عن قلقها إزاء تصاعد التوترات، حيث تُعدّ هذه المناورات جزءًا من استراتيجية الضغط الصينية الأوسع نطاقًا. [ 75 ]

علاقات دبلوماسية كاملة
تحافظ جمهورية الصين (تايوان) على علاقات دبلوماسية كاملة مع 11 دولة عضواً في الأمم المتحدة والكرسي الرسولي ( مدينة الفاتيكان )، وهي دولة مراقبة في الجمعية العامة للأمم المتحدة .

التمثيل غير الدبلوماسي

تربط عدد من الدول علاقات دبلوماسية رسمية مع جمهورية الصين الشعبية، لكنها تحافظ أيضاً على شكل من أشكال العلاقات الدبلوماسية غير الرسمية مع تايوان. ويشمل هذا العدد 59 دولة ذات سيادة ، و3 أقاليم تابعة أو شبه تابعة ، والاتحاد الأوروبي .
تتضمن العلاقات الدبلوماسية غير الرسمية عادةً إنشاء "مكتب اقتصادي وتجاري وثقافي" في تايوان للدولة الشريكة، بالإضافة إلى "مكتب تمثيلي لتايبيه/تايوان/جمهورية الصين" يمثل تايوان داخل الدولة الشريكة. وتعمل هذه المكاتب غير الرسمية عمومًا كسفارات رغم عدم تسميتها رسميًا بهذا الاسم. فعلى سبيل المثال، يعمل المعهد الأمريكي في تايوان كسفارة فعلية للولايات المتحدة ، حيث يقوم رئيسه وموظفوه بدور قنصلي حكومي غير رسمي، ويؤدون مع ذلك مهامًا تضطلع بها السفارات الرسمية.
تستضيف دول عديدة مكاتب تمثيلية لتايوان داخل حدودها، لكنها لا تملك مكاتب تمثيلية في تايوان. فعلى سبيل المثال، تمتلك لوكسمبورغ مكتبًا تمثيليًا في تايوان، لكنها لا تستضيف مكتبًا تمثيليًا لتايوان داخل حدودها؛ إذ تُخدم مصالح تايوان في لوكسمبورغ من خلال مكتب تمثيل تايبيه في الاتحاد الأوروبي وبلجيكا . وتعتبر تايوان الاتحاد الأوروبي ، الذي تربطها به علاقات غير رسمية عبر مكتب تمثيل تايبيه في الاتحاد الأوروبي وبلجيكا، كيانًا دوليًا في سياق العلاقات الدولية؛ فالاتحاد الأوروبي اتحاد فوق وطني يتميز بمستوى عالٍ من التكامل بين دوله الأعضاء، مع احتفاظ كل دولة عضو بسيادتها الوطنية.

تحتفظ تايوان بـ "مكتب تايوان الاقتصادي والثقافي" في غوام ، وهي منطقة منظمة غير مدمجة تابعة للولايات المتحدة تقع في أوقيانوسيا .
في عام ٢٠٢١، أعلنت ليتوانيا عزمها افتتاح مكتب تمثيلي غير رسمي في تايوان، كما أعلنت تايوان بدورها عزمها افتتاح مكتب تمثيلي غير رسمي في ليتوانيا. وكان من المقرر افتتاح المكتب الليتواني بحلول خريف عام ٢٠٢١ في نصف الكرة الشمالي، أي خلال الفترة الممتدة من سبتمبر إلى نوفمبر. [ ٧٧ ] وفي الوقت نفسه، تدهورت العلاقات بين ليتوانيا وجمهورية الصين الشعبية . [ ٧٨ ]
تربط بعض الدول علاقات دبلوماسية غير رسمية وغير مباشرة مع تايوان عبر دول وسيطة. فعلى سبيل المثال، يخدم مكتب الاتصال في تايبيه بجمهورية جنوب أفريقيا مصالح تايوان في عدد كبير من الدول الأفريقية التي لا تملك قنوات اتصال مباشرة معها.

من بين الدول السبع بحكم الأمر الواقع التي لا تربطها علاقات دبلوماسية كاملة مع تايوان، تتمتع إحداها، وهي أرض الصومال ، بعلاقات غير رسمية قوية مع تايوان، بينما اعترفت تايوان من جانب واحد بكوسوفو ، لكنها لا تعترف بها في المقابل. أما الدول الخمس الأخرى بحكم الأمر الواقع، فلم تعترف بها تايوان دبلوماسياً.
إنّ فرسان مالطا العسكريين ذوي السيادة كيانٌ غير إقليمي؛ فهم لا يطالبون بأي أرض ولا يسيطرون عليها، ولا يعتبرون أنفسهم دولة ، ومع ذلك يعتبرون أنفسهم ذوي سيادة . [ 87 ] ويقيم فرسان مالطا علاقات دبلوماسية كاملة مع 110 دول ذات سيادة (بما في ذلك الكرسي الرسولي )، وعلاقات رسمية مع خمس دول أخرى ذات سيادة، وعلاقات على مستوى السفراء مع الاتحاد الأوروبي . تحولت العلاقات من جمهورية الصين (تايوان) إلى جمهورية الصين الشعبية (جمهورية الصين الشعبية).

أشار أكاديميون تايوانيون إلى أنه في حال قيام أي دولة بتحويل علاقاتها الدبلوماسية إلى جمهورية الصين الشعبية، فإن ذلك سيُحدث أثراً متسلسلاً ، يشجع دولاً أخرى على أن تحذو حذوها. [ 97 ] وقد بذل الكرسي الرسولي (الفاتيكان)، الدولة الأوروبية الوحيدة التي تربطها علاقات دبلوماسية مع تايوان، جهوداً في عام 2007 لإقامة علاقات رسمية مع جمهورية الصين الشعبية. مزاعم الرشوة
وُجهت اتهامات لتايوان في مناسبات عديدة برشوة سياسيين أجانب لبدء أو الحفاظ على علاقات دبلوماسية. [ 123 ] اعترف الرئيس السابق لغواتيمالا أمام محكمة أمريكية بتلقيه 2.5 مليون دولار من تايوان مقابل استمرار الاعتراف الدبلوماسي بها. [ 124 ] وفيما يتعلق بـ"دبلوماسية الدولار" التايوانية في فانواتو، قال مراقب عام 2004: "إن الأساليب التي تستخدمها تايوان، من رشوة الدول والسياسيين، غير عادلة، وتنتهك القانون الدولي، وتزعزع استقرار المجتمع الدولي. لن تدوم دبلوماسية الرشوة". [ 125 ] قبل أن تعترف ناورو بحكومة جمهورية الصين الشعبية، كانت تايوان تقدم لوزراء حكومة ناورو راتباً شهرياً قدره 5000 دولار مقابل استمرار العلاقات الدبلوماسية بين الدولة الجزيرة الواقعة في المحيط الهادئ وتايبيه. وتلقى سياسيون من ناورو، بمن فيهم الرئيس ماركوس ستيفن، أموالاً سرية. كما تلقى نواب آخرون 2500 دولار شهرياً فيما وُصف بأنه تمويل مشاريع يتطلب الحد الأدنى من المحاسبة . [ 126 ]
تاريخ

ضُمّت تايوان إلى اليابان عام ١٨٩٥ بعد الحرب الصينية اليابانية الأولى . وفي الحملة الشمالية ، هزم القوميون أمراء الحرب التابعين لجماعة بييانغ وأسسوا حكومة موحدة للصين في نانجينغ. واعترفت الولايات المتحدة بجمهورية الصين (تايوان) في ٢٥ يوليو ١٩٢٨، لتكون بذلك أول حكومة تفعل ذلك. [ ١٢٧ ] واحتلت اليابان أجزاءً من الصين خلال الحرب العالمية الثانية . وبعد هزيمة اليابان عام ١٩٤٥، وُضعت تايوان تحت الإدارة المؤقتة لجمهورية الصين (تايوان) لتتولى إجراءات استسلام الإدارة اليابانية. واندلعت الحرب الأهلية الصينية مجددًا بين القوميين والحزب الشيوعي الصيني. وسيطر الحزب الشيوعي الصيني على البر الرئيسي عام ١٩٤٩ وأعلن قيام جمهورية الصين الشعبية، بينما فرّ القوميون إلى تايوان، آخذين معهم حكومة جمهورية الصين (تايوان). وفي عام ١٩٥٢، تخلّت اليابان عن تايوان في معاهدة سان فرانسيسكو دون تحديد الجهة التي ستُتنازل لها تايوان.
في عام 2016، ذكر أ. ب. وينستون، مؤلف كتاب " المالية الصينية في ظل الجمهورية" ، أن "المصادر الرئيسية للمعلومات حول تلك المسائل التي كانت موضوع نقاش دبلوماسي" كانت المنشورات الرسمية الصادرة عن المملكة المتحدة. [ 128 ] وأوضح وينستون أنه لم تكن قد صدرت آنذاك سوى تقارير رسمية قليلة من الحكومة الصينية، باستثناء تلك المتعلقة بقطاع الجمارك البحرية، وأن حكومة جمهورية الصين كانت "فقيرة للغاية، وربما لا تزال شديدة التكتم، بحيث لا تستطيع نشر الإحصاءات بانتظام وبشكل كامل". [ 128 ]
خلال الحرب الباردة، حافظت جمهورية الصين عمومًا على موقف مناهض للشيوعية ، إلا أنه في أواخر الستينيات وأوائل السبعينيات، أجرت حكومة تشيانغ كاي شيك مفاوضات سرية مع موسكو. بل وصل الأمر إلى حدّ اقتراح وزير الخارجية أن تُجري جمهورية الصين محادثات مماثلة مع السوفيت على غرار " محادثات وارسو ". [ 129 ] وطوال فترة الحرب الباردة، كان وانغ شنغ قوة دافعة في الدبلوماسية بين جمهورية الصين والعالم المناهض للشيوعية. [ 130 ]
بعد انسحابه إلى تايوان عام 1949، لم يغادرها شيانغ كاي شيك مجدداً، مما استلزم من القادة الراغبين في لقائه السفر إليها. وكان ين جيا كان أول رئيس دولة يقوم بزيارة دولة إلى الخارج خلال عهد الكومينتانغ، وذلك عام 1977 عندما زار المملكة العربية السعودية. [ 131 ]
في سبتمبر 2016، خططت وزارة الخارجية لحل أقل من عشر سفارات لتخصيصها لـ " سياسة جديدة للتوجه جنوباً ". [ 132 ]
منذ عام 1990، شهدت جمهورية الصين تحول 16 دولة إلى الاعتراف بجمهورية الصين الشعبية.
في يناير/كانون الثاني 2021، أصدر البرلمان الأوروبي قرارين متعلقين بتايوان. تضمن القرار الأول بيانات دعم للديمقراطية في تايوان، بينما حثّ القرار الثاني الدول الأعضاء على العمل على "إعادة النظر في سياساتها تجاه تايوان"، فضلاً عن التعاون مع الشركاء الدوليين "لحماية تايوان الديمقراطية من التهديدات الخارجية". بوركينا فاسو

غامبيا
اعترفت غامبيا بجمهورية الصين (تايوان) من عام 1968 حتى عام 1974، ثم مرة أخرى من عام 1995 حتى 14 نوفمبر/تشرين الثاني 2013، عندما أعلن مكتب الرئيس يحيى جامع قطع العلاقات الدبلوماسية بينهما فورًا. ليبيا
تشير العلاقات الليبية التايوانية إلى العلاقات الثنائية بين تايوان وليبيا . بدأت هذه العلاقات عام 1959 واستمرت بشكل متقطع حتى اندلاع الحرب الأهلية الليبية الأولى .
مالاوي
تشير العلاقات بين مالاوي وتايوان إلى العلاقات الخارجية بين البلدين . وقد كانت هناك علاقات دبلوماسية بين عامي 1966 و2008. ولا توجد حالياً علاقات دبلوماسية رسمية بين البلدين.
ساو تومي وبرينسيبي

العلاقات بين ساو تومي وبرينسيبي وتايوان هي علاقات بين ساو تومي وبرينسيبي وتايوان (جمهورية الصين رسمياً). بدأت العلاقات الثنائية الرسمية عام ١٩٩٧ وانتهت عام ٢٠١٦ بعد أن طلبت ساو تومي وبرينسيبي مساعدات مالية، حوالي ٢٠٠ مليون دولار أمريكي، ورفضتها تايوان؛ ويُعتقد أن هذا القرار كان بتأثير من الصين. جنوب أفريقيا


تشير العلاقات بين جنوب أفريقيا وتايوان (قبل عام 1998، كانت تُعرف باسم العلاقات بين جمهورية الصين وجنوب أفريقيا) إلى العلاقة الحالية والتاريخية بين جمهورية الصين (تايوان) وجمهورية جنوب أفريقيا . وقد أقامت جمهورية الصين وجنوب أفريقيا علاقات دبلوماسية في عام 1949.
كانت العلاقات بين البلدين قوية خلال حقبة الفصل العنصري في جنوب أفريقيا ، لكنها انتهت رسميًا في يناير 1998، عندما اعترف رئيس جنوب أفريقيا نيلسون مانديلا بجمهورية الصين الشعبية ، وفقًا لمبدأ الصين الواحدة ، وتايوان كجزء من الصين. [ 147 ] وبالمثل، تايوان ممثلة بمكتب اتصال تايبيه في جمهورية جنوب أفريقيا في بريتوريا. [ 148 ] كما يوجد مكتب اتصال تايبيه في كيب تاون . [ 149 ]
تدهورت العلاقات الدبلوماسية بين جنوب أفريقيا وتايوان في السنوات الأخيرة، حيث طالبت جنوب أفريقيا تايوان بنقل مكتب الاتصال التابع لها في بريتوريا (العاصمة الإدارية) إلى جوهانسبرغ (ليست عاصمة)، وتخفيض رتبته إلى مكتب تجاري بسيط . وردًا على ذلك، فرضت تايوان قيودًا على صادرات أشباه الموصلات من جنوب أفريقيا، مُعللة ذلك بمخاوف تتعلق بالأمن القومي إزاء تحالف جنوب أفريقيا الوثيق مع الصين. أرض الصومال
تشير العلاقات بين أرض الصومال وتايوان إلى العلاقة بين جمهورية أرض الصومال وجمهورية الصين (تايوان) . وكانت جمهورية الصين واحدة من 35 دولة اعترفت باستقلال دولة أرض الصومال، التي لم تدم طويلاً ، عام 1960.
أنشأت الدولتان في عام 2020 مكاتب تمثيلية شبيهة بالسفارات في عاصمتي كل منهما . [ 151 ] [ 152 ] وتدّعي أرض الصومال أن جمهورية الصين (تايوان) تعترف باستقلالها. [ 153 ] من جانبها، تشير جمهورية الصين (تايوان) رسميًا إلى أرض الصومال كدولة، لكنها لم تصدر إعلانًا رسميًا بالاعتراف باستقلالها. [ 154 ]
آسيا
بنغلاديش
شهدت بنغلاديش تبادلات ثنائية محدودة مع جمهورية الصين (تايوان) منذ إعلان استقلالها عام 1971. وتُعد بنغلاديش ثاني أكبر شريك تجاري لجمهورية الصين في جنوب آسيا، على الرغم من الركود الاقتصادي العالمي. وتُصدّر بنغلاديش بشكل رئيسي الملابس، والمنسوجات المحبوكة، والجوت، والجلود، والحرف اليدوية إلى جمهورية الصين، بينما تستورد منها مجموعة متنوعة من المنسوجات، والآلات، والإلكترونيات، والصلب، والبلاستيك.
الصين

اتفاقية العاشر المزدوج الموقعة في 10 أكتوبر 1945 هي الوثيقة القانونية الوحيدة بين الطرفين. وقد تأثر المؤتمر الاستشاري السياسي اللاحق (جمهورية الصين) [ 155 ] بتاريخ الحرب الباردة وسياسة الاحتواء الأمريكية في شرق آسيا بعد الحرب الكورية . [ 156 ] قبل اندلاع الحرب الكورية، كانت الولايات المتحدة تُحضّر لانقلاب عسكري في منتصف عام 1950 لإزاحة شيانغ كاي شيك عن السلطة لصالح هو شي وسون لي جين ، وتحييد الوضع القانوني لجمهورية الصين (تايوان) تحت وصاية الأمم المتحدة، وذلك لمنع أي مطالبة قانونية لجمهورية الصين الشعبية على تايوان، كما اقترح دين راسك، المسؤول في وزارة الخارجية الأمريكية . [ 157 ] [ 158 ] [ 159 ] وقد أقرّ الكونغرس الأمريكي بالإجماع قرار فورموزا لعام 1955 [ 160 ] . تطلب حل العلاقات عبر المضيق من كلا الجانبين إعادة النظر في تعريفات المفاهيم الأساسية مثل السيادة و"الصين الواحدة" والوحدة. [ 161 ]
أسفر انضمام البلدين [ 162 ] عن حملة جمهورية الصين الشعبية لقمع الثوار المضادين ، ورفع الأحكام العرفية [ 163 ] عن أراضيها، ومؤخراً عن سنّ قانون مناهضة الانفصال تجاه جمهورية الصين. ولا توجد لدى الجانبين تدابير لبناء الثقة العسكرية عبر المضيق "لتحسين العلاقات العسكرية بينهما بما يقلل من مخاوف الهجوم واحتمالية سوء التقدير العسكري". [ 164 ] [ 165 ] وقد تصاعدت التوترات النووية منذ أن أصدرت جمهورية الصين الشعبية قانون مناهضة الانفصال. [ 166 ] [ 167 ] [ 168 ] [ 169 ]
لا يحظى موقف الحكومة التايوانية، القائل بأن تايوان والصين جزءان من دولة واحدة، بقبول عام بين شعب تايوان. فعلى وجه الخصوص، يعتبر تحالف عموم الخضر المؤيد للاستقلال تايوان والصين دولتين منفصلتين. في المقابل، يرى تحالف عموم الأزرق المؤيد للوحدة أن تايوان والصين جزءان من جمهورية الصين. وقد وصف الرئيس السابق لي تونغ هوي هذه العلاقات بأنها " علاقات خاصة بين دولتين ". [ 170 ] ووصفت إدارات تشين تايوان والصين بالقول: " مع وجود تايوان والصين على جانبي مضيق تايوان، يُعتبر كل جانب دولة ". وعاد الرئيس السابق ما يينغ جيو إلى موقف الحكومة في أوائل التسعينيات، واصفًا العلاقات مع بكين بأنها علاقات خاصة بين منطقتين داخل دولة واحدة . وترى تايوان أن هذه الدولة هي جمهورية الصين، ولأسباب دستورية، لا تعترف تايبيه ولا بكين بالأخرى كحكومة شرعية. يُفضّل كلٌّ من حكومتي تايوان والصين مصطلح " العلاقات عبر المضيق "، في إشارةٍ إلى الفاصل الجغرافي، مضيق تايوان . وينصّ الوضع الدستوري لتايبيه على تقسيم أراضي جمهورية الصين إلى "المنطقة البرية" و" المنطقة الحرة " (المعروفة أيضًا باسم "منطقة تايوان"). إداريًا، لا تتولّى وزارة خارجية تايوان إدارة العلاقات عبر المضيق، بل يتولّى مجلس شؤون البر الرئيسي ، وهو هيئة تابعة لمجلس الوزراء . كما يتولّى مجلس شؤون البر الرئيسي إدارة العلاقات مع هونغ كونغ وماكاو ، مع العلم أن بعض اللوائح المعمول بها في البر الرئيسي للصين لا تُطبّق تلقائيًا على هاتين المنطقتين.
لا تتفاعل حكومتا تايوان والصين بشكل مباشر. وتُجرى المحادثات من قبل جمعية الصين للعلاقات عبر مضيق تايوان (ARATS) ومؤسسة تبادل المضيق التايوانية (SEF)، وهما هيئتان خاصتان تخضعان لسيطرة السلطات التنفيذية لحكومتيهما وتخضعان للمساءلة المباشرة أمامها.
حتى أواخر التسعينيات، كانت هونغ كونغ وماكاو مستعمرتين بريطانية وبرتغالية على التوالي. وقد شكّلتا نقطتي عبور محايدتين للأفراد والبضائع العابرة للمضيق. كما مثّلتا، إلى جانب سنغافورة، منابرَ للمحادثات بين الجانبين آنذاك. ومن نتائج هذه المحادثات، اتُّفق على صيغة التعايش، وهو " توافق عام 1992" ، الذي انبثق عن اجتماع عُقد في هونغ كونغ عام 1992. وبموجب هذا التوافق، اتفق الجانبان على أن تايوان والصين القارية تخضعان لسيادة الصين الواحدة، لكنهما اتفقا على الاختلاف حول أيّهما يُمثّل هذه السيادة شرعياً. وبغض النظر عن هذا الخلاف، اتفق الجانبان على التعاون في المسائل العملية، مثل الاعتراف بالشهادات التي يُصدّق عليها الطرف الآخر. [ 174 ]
شهدت العلاقات بين تايبيه وبكين تحسناً خلال فترة حكم ما، مع تعزيز الروابط عبر المضيق وزيادة التبادلات الاقتصادية والاجتماعية بين الجانبين، إلا أن الانتخابات المحلية لعام 2014 أدت إلى فتورها مجدداً. [ 175 ] عُقد اجتماع رفيع المستوى في 11 فبراير 2014 في نانجينغ ، شهد اعتراف الصين لأول مرة بكبار مسؤولي حكومة تايوان في المسائل المتعلقة بمضيق تايوان. [ 176 ] لم يرحب ائتلاف عموم الخضر، الداعم لحركة استقلال تايوان، بانحسار التوتر بعد الانتخابات الرئاسية لعام 2000، ولم يرحب أيضاً بمبدأ "عدم جواز الإساءة" [ 177 ] الذي يقوم عليه قانون مكافحة الانفصال. عُقد اجتماع في 7 نوفمبر 2015 بين الرئيسين شي وما لتأكيد توافق عام 1992 قبل الانتخابات العامة لجمهورية الصين لعام 2016 ، وفي خضم اختبارات البحرية الأمريكية لمطالبها البحرية في المنطقة. [ 178 ] في أعقاب الانتخابات، قطعت بكين الاتصال مع هيئة الاتصال الرئيسية مع تايوان بسبب رفض الرئيسة تساي إنغ-وين تأييد مفهوم الأمة الصينية الواحدة. [ 179 ]
هونغ كونغ
تشمل العلاقات بين حكومة منطقة هونغ كونغ الإدارية الخاصة التابعة لجمهورية الصين الشعبية ومنطقة تايوان التابعة لجمهورية الصين (تايوان) فترتي الحكم البريطاني لهونغ كونغ ، وفترة سيطرة جمهورية الصين على البر الرئيسي للصين ، ثم لجوء تايوان إلى تايوان . وتُعد هذه العلاقات جزءًا من العلاقات عبر مضيق تايوان .
ماكاو
تشير العلاقات بين ماكاو وتايوان إلى العلاقات الثنائية بين البلدين . وهي حاليًا جزء من العلاقات عبر المضيق ، وتخضع لسلطة مجلس شؤون البر الرئيسي لجمهورية الصين. ويعمل مكتب ماكاو التابع لمجلس شؤون البر الرئيسي في ماكاو تحت مسمى مكتب تايبيه الاقتصادي والتجاري، ويتولى إدارة الشؤون الثنائية بين منطقة ماكاو الإدارية الخاصة ومنطقة تايوان . في المقابل، أنشأت حكومة منطقة ماكاو الإدارية الخاصة مكتب ماكاو الاقتصادي والثقافي في تايبيه ، مقر السلطات التايوانية، والذي تم تعليق عمله في 19 يونيو 2021 بسبب تدهور العلاقات عبر المضيق.
تُعد مكاتب سلطات تايوان في منطقة هونغ كونغ الإدارية الخاصة ومنطقة ماكاو الإدارية الخاصة هي الجهازين الإداريين الوحيدين في مناطق البر الرئيسي وهونغ كونغ وماكاو.
الهند
عُقدت اجتماعات قيادية بين جمهورية الصين (تايوان) والهند في أوائل أربعينيات القرن العشرين قبل استقلال الهند عن بريطانيا العظمى. [ 180 ] وتُعدّ جمهورية الصين جزءًا من سياسة الهند "التوجه شرقًا" . وقد تحسّنت العلاقات الثنائية بين الهند وجمهورية الصين بدءًا من تسعينيات القرن العشرين، على الرغم من غياب العلاقات الدبلوماسية الرسمية. [ 181 ] [ 182 ] وتعترف الهند بجمهورية الصين الشعبية فقط. ومع ذلك، فقد توسّعت الروابط الاقتصادية والتجارية، فضلًا عن التواصل الشعبي. [ 181 ] ومثل جمهورية الصين الشعبية ، تُنازع جمهورية الصين على الحدود الصينية مع الهند بشأن ولاية أروناتشال براديش . ويُعلن دستور جمهورية الصين أن هذه المنطقة جزء من جنوب التبت ، ويُشكّك في صحة خط ماكماهون .
إيران
في الأول من يونيو/حزيران عام 1920، وُقِّعت اتفاقية صداقة بين جمهورية الصين وإيران . وتم تبادل وثائق التصديق في السادس من فبراير/شباط عام 1922، ودخلت حيز التنفيذ في اليوم نفسه. [ 183 ] وانتهت هذه العلاقات عام 1971 عندما اعترفت إيران ببكين. تربط البلدين علاقة تجارية غير رسمية، وتستورد تايوان كمية كبيرة من نفطها من إيران. وكتبت صحيفة إيرانية في صفحتها الأولى في ديسمبر/كانون الأول 2022 أن لتايوان "حقًا قانونيًا" في الاستقلال. [ 184 ]
إسرائيل
بسبب سياسة الصين الواحدة، لا تربط إسرائيل وتايوان علاقات دبلوماسية رسمية، لكن لكل منهما مكتب تمثيلي في الدولة الأخرى، وفي الواقع، تربط البلدين علاقات ودية. [ 185 ] وهناك تواصل كبير في مجالات العلوم والتكنولوجيا، بما في ذلك التكنولوجيا العسكرية. [ 186 ]
مع تدهور العلاقات بين إسرائيل وجمهورية الصين الشعبية نتيجة حرب غزة ، تستمر العلاقات بين إسرائيل وتايوان في التحسن مدفوعةً بتأكيداتٍ مفادها أن كلتيهما ديمقراطيتان معزولتان. [ 187 ] أنشأ أعضاء المجلس التشريعي جمعية تايوان-إسرائيل البرلمانية في 23 فبراير 2024 لتعزيز التبادلات الشعبية، والتعاون في مجالات الزراعة والتكنولوجيا والتعليم، والزيارات الثنائية. [ 188 ]
اليابان

تُوجّه العلاقات بين اليابان وتايوان بموجب البيان المشترك بين اليابان والصين لعام 1972. وقد حافظت اليابان منذ ذلك الحين على علاقات غير حكومية على مستوى العمل مع تايوان.
ماليزيا
تدير ماليزيا مكتباً تجارياً في تايبيه، [ 189 ] ولدى جمهورية الصين مكتب اقتصادي وثقافي في كوالالمبور. [ 190 ]
منغوليا
حتى عام 1945، ادّعت الصين القومية سيادتها على منغوليا، ولكن تحت ضغط سوفيتي، وبموجب معاهدة الصداقة والتحالف الصينية السوفيتية الموقعة في أغسطس/آب 1945، اعترفت باستقلال منغوليا. وفي عام 1953، ونظرًا لتدهور العلاقات الدبلوماسية مع الاتحاد السوفيتي، سحبت الصين هذا الاعتراف، وعادت لاعتبار منغوليا جزءًا من الصين. [ 191 ] [ 192 ]
في 3 أكتوبر/تشرين الأول 2002، اعترفت وزارة الخارجية بمنغوليا كدولة مستقلة، [ 193 ] على الرغم من عدم اتخاذ أي إجراءات تشريعية لمعالجة المخاوف بشأن مطالباتها الدستورية بمنغوليا. ميانمار
تشير العلاقات بين ميانمار وتايوان إلى العلاقات الدولية بين ميانمار وجمهورية الصين . لا توجد علاقات رسمية بين البلدين، إذ تعترف ميانمار فقط بجمهورية الصين الشعبية وتعتبر تايوان جزءًا لا يتجزأ منها. [ 199 ]
كوريا الشمالية
في 13 أبريل 1919، اعترفت جمهورية الصين بالحكومة المؤقتة لجمهورية كوريا . وشاركت الحكومة القومية الصينية في مؤتمر القاهرة الذي أسفر عن إعلان القاهرة بهدف تحرير كوريا وتايوان من الحكم الاستعماري الياباني . [ 200 ]
بعد استيلاء الشيوعيين على السلطة في الصين عام 1949 وتأسيس جمهورية كوريا الديمقراطية الشعبية عام 1948، انعدمت العلاقات الرسمية بين البلدين، إلا أن العلاقات غير الرسمية لا تزال قائمة. [ 200 ] تلتزم كوريا الشمالية بمبدأ الصين الواحدة وتعتبر تايوان جزءًا لا يتجزأ من جمهورية الصين الشعبية. [ 201 ]
باكستان
فيلبيني
تعترف الفلبين بسياسة الصين الواحدة، لكنها تربطها علاقات مع جمهورية الصين (تايوان) من خلال مكتبها الاقتصادي والثقافي في تايبيه ومكتب تايبيه الاقتصادي والثقافي في مانيلا . تأسس كلا المكتبين عام ١٩٧٥ كمؤسستين غير ربحيتين. وتُعدّ الفلبين الدولة المحورية لسياسة جمهورية الصين (تايوان) "التوجه جنوبًا" للفترة ٢٠١٦-٢٠٢٠، حيث تسعى الأخيرة إلى تعزيز العلاقات. وقد لاقت هذه الخطوة ترحيبًا مبدئيًا من إدارة أكينو ، إلا أن انتخاب إدارة دوتيرتي في مايو ٢٠١٦ زاد الأمر تعقيدًا، إذ يُنظر إلى الرئيس دوتيرتي على أنه "مؤيد للصين"، وبالتالي يُفضّل علاقات أفضل مع البر الرئيسي الصيني على تايوان. وأشار محللون سياسيون خلال منتدى في مانيلا إلى أن العلاقات بين الفلبين وجمهورية الصين (تايوان) كانت ستُمثّل أفضل تحالف في الشرق الأقصى لولا النزاعات الإقليمية في بحر الصين الجنوبي بين البلدين. وتدعم الفلبين انضمام جمهورية الصين (تايوان) إلى اليونسكو .
المملكة العربية السعودية
سنغافورة
حافظت سنغافورة على علاقات غير رسمية مع كل من جمهورية الصين (تايوان) وجمهورية الصين الشعبية (تايوان) حتى عام 1992. وفي الاجتماع الوزاري الثاني لمنظمة التعاون الاقتصادي لدول آسيا والمحيط الهادئ (أبيك)، الذي ترأسته سنغافورة عام 1990، تقرر ضم جمهورية الصين (تايوان) بدءًا من الاجتماع الوزاري الثالث في سيول. [ 205 ] بعد إقامة العلاقات الدبلوماسية بين سنغافورة وجمهورية الصين الشعبية في 3 أكتوبر 1992، حافظت سنغافورة على علاقات اقتصادية وعسكرية وثيقة مع تايوان في إطار سعيها لترسيخ حيادها. ونشب خلاف دبلوماسي بين الصين وسنغافورة عندما زار لي هسين لونغ تايوان قبل شهر من أدائه اليمين الدستورية رئيسًا لوزراء سنغافورة . [ 206 ] سارعت وزارة الدفاع السنغافورية إلى تصحيح تقرير خاطئ نُشر في صحيفة ليبرتي تايمز حول مناورة عسكرية مشتركة بين سنغافورة وتايوان في مارس 2005. [ 207 ] وتُعد سنغافورة الدولة الأجنبية الوحيدة التي تُقيم معسكرات تدريب عسكرية في تايوان، وتواصل إرسال أفراد من المشاة والمدفعية والمدرعات بانتظام إلى هناك للتدريب. عرضت جمهورية الصين الشعبية دعم نقل بعض أو كل هذه المرافق إلى هاينان . [ 208 ] [ 209 ] وفيما يتعلق بمشاركة تايوان في الأمم المتحدة، دخل وزيرا خارجية البلدين آنذاك ، جورج يو ومارك تشين ، في نقاش حاد عام 2004 حول [ 210 ] إصرار بكين على أن اتفاقيات التجارة الحرة لا تُبرم إلا بين الدول ذات السيادة، مما يُعقّد الأمور بالنسبة لتايوان. وبناءً على ذلك، وقّعت سنغافورة وتايوان "اتفاقية الشراكة الاقتصادية بين سنغافورة ومنطقة الجمارك المنفصلة لتايوان، بنغهو، كينمن، وماتسو (ASTEP)" في نوفمبر 2013. [ 211 ] [ 212 ]
كوريا الجنوبية
اعترفت جمهورية الصين بتأسيس جمهورية كوريا الأولى في عام 1948.
في 4 يناير 1949، أنشأت جمهورية الصين سفارة لها في ميونغ دونغ بسيول . وفي 23 أغسطس 1992، قطعت كوريا الجنوبية علاقاتها الدبلوماسية مع جمهورية الصين، ثم أقامت علاقات دبلوماسية مع جمهورية الصين الشعبية في إطار سياستها تجاه الشمال ، لتكون بذلك آخر دولة آسيوية تُغير سياستها. وفي عام 1991، خلال الأشهر الأخيرة من الحرب الباردة، أقامت بكين وسيول مكاتب اتصال بين كوريا الجنوبية وجمهورية الصين الشعبية قبل ذلك، ثم تحولت هذه المكاتب لاحقًا إلى سفارات. تايلاند
كانت تايوان (جمهورية الصين رسمياً) وتايلاند (مملكة تايلاند رسمياً) تربطهما علاقات دبلوماسية من عام 1946 حتى 1 يوليو 1975، عندما اعترفت تايلاند بجمهورية الصين الشعبية وأقامت معها علاقات دبلوماسية . [ 214 ] وعلى الرغم من هذا التغيير في الاعتراف، فإن تايلاند تحافظ على علاقات غير رسمية مع تايوان.
ديك رومى

الإمارات العربية المتحدة
العلاقات بين تايوان والإمارات العربية المتحدة هي العلاقات بين الإمارات العربية المتحدة وتايوان (المعروفة رسمياً باسم جمهورية الصين) .
فيتنام
تُدار العلاقات بين تايوان وفيتنام على مستوى غير رسمي، إذ تلتزم هانوي بسياسة الصين الواحدة ولا تعترف رسميًا إلا بجمهورية الصين الشعبية . ومع ذلك، لم يمنع هذا الزيارات الثنائية والتدفقات الكبيرة للمهاجرين ورؤوس الأموال الاستثمارية بين تايوان وفيتنام. [ 215 ] وتُعد تايوان شريكًا مهمًا للاستثمار الأجنبي المباشر في فيتنام. [ 216 ]
باستثناء جمهورية الصين الشعبية نفسها، تعد فيتنام الدولة الشيوعية الوحيدة التي تحافظ على علاقة غير رسمية مع جمهورية الصين.
أوروبا
النمسا
تشير العلاقات بين النمسا وتايوان إلى العلاقات الثنائية بين النمسا (جمهورية النمسا رسمياً) وتايوان (جمهورية الصين رسمياً).
أقامت النمسا وجمهورية الصين علاقات دبلوماسية عام 1913، إلا أنها انقطعت عام 1971 عندما اعترفت النمسا بجمهورية الصين الشعبية . ومنذ ذلك الحين، تُدار العلاقات بين النمسا وتايوان على مستوى غير دبلوماسي عبر مكاتب تمثيلية تعمل كسفارات بحكم الأمر الواقع.
على الرغم من عدم وجود علاقات دبلوماسية رسمية بينهما، فقد أقامت النمسا وتايوان روابط وثيقة في مجالات الاقتصاد والتجارة والسياحة والثقافة والتعليم، وتتشاركان قيماً مثل الديمقراطية والحرية وحقوق الإنسان.
بلجيكا
في عام 2020، أصدر مجلس النواب البلجيكي قرارًا بدعم تايوان. وفي عام 2021، فعل البرلمان الفلمنكي الشيء نفسه، حيث أصدر قرارًا بدعم تايوان بأغلبية 117 صوتًا، دون أي معارضة، وامتناع أربعة أعضاء عن التصويت. [ 217 ] وتشارك شركتا طاقة الرياح الفلمنكيتان، جان دي نول وديمي ، في تطوير مزارع الرياح البحرية في تايوان. [ 218 ]
بلغاريا
تشير العلاقات بين بلغاريا وتايوان إلى العلاقات بين بلغاريا (جمهورية بلغاريا رسمياً) وتايوان (جمهورية الصين رسمياً).
أقامت بلغاريا وجمهورية الصين علاقات دبلوماسية في عام 1941 خلال الحرب العالمية الثانية ، ولكن تم قطع هذه العلاقات في عام 1949 بعد انسحاب حكومة جمهورية الصين إلى تايوان وتأسيس جمهورية الصين الشعبية.

جمهورية التشيك
تُعدّ العلاقات بين جمهورية التشيك وتايوان ذات أهمية بالغة. فقد كان ياروسلاف كوبيرا ، رئيس مجلس الشيوخ التشيكي ، قد خطط لزيارة تايبيه قبل وفاته، مما أثار تهديدات بالانتقام من وزارة الخارجية الصينية . [ 219 ] إلا أن خليفته، ميلوش فيسترتشيل ، قاد وفداً إلى تايوان وصل إلى تايبيه في 31 أغسطس/آب 2020. [ 220 ]
الدنمارك
في 9 يناير 1950، أصبحت الدنمارك من أوائل الدول الأوروبية التي اعترفت بجمهورية الصين الشعبية. [ 221 ] وعلى الرغم من استمرار الدنمارك في الحفاظ على علاقات غير رسمية مع جمهورية الصين منذ ذلك الحين، إلا أن هذه العلاقات ارتبطت في المقام الأول بالتجارة والثقافة والعلوم والشؤون الاقتصادية. [ 222 ]
إستونيا
تحافظ إستونيا وتايوان على علاقات غير رسمية، تشمل تبادلات ثقافية واقتصادية، على الرغم من عدم وجود علاقات دبلوماسية رسمية بينهما. وتُمثَّل تايوان في إستونيا من خلال بعثة تايبيه في لاتفيا . وفي السنوات الأخيرة، أبدت إستونيا دعمًا متزايدًا لتايوان، لا سيما من خلال الوفود الدبلوماسية المتبادلة والانفتاح على إمكانية إنشاء مكتب تمثيلي تايواني في تالين . [ 223 ] [ 224 ] وقد تعاون البلدان في مجالات مثل التجارة وإدارة الأزمات، مع مساهمات بارزة كتبرعات تايوان لإستونيا خلال جائحة كوفيد-19 وأزمة اللاجئين الأوكرانيين . [ 225 ]
فنلندا
تتسم العلاقات بين فنلندا وتايوان بأنها غير رسمية واقتصادية في معظمها، لعدم وجود علاقات دبلوماسية رسمية بين البلدين. [ 226 ] في 13 يناير 1950، اعترفت فنلندا بحكومة جمهورية الصين الشعبية في بكين كحكومة شرعية للصين، وأُقيمت العلاقات الدبلوماسية في أكتوبر من العام نفسه. [ 227 ] وعند الإشارة إلى تايوان، تميل الحكومة الفنلندية إلى استخدام مصطلح "تايوان" بدلاً من " جمهورية الصين" الرسمية . [ 228 ]
تم افتتاح مكتب تمثيلي تايواني في هلسنكي عام 1990، ومكتب فنلندي مماثل في تايبيه بعد عام. [ 229 ] وتعمل هذه المكاتب كسفارات بحكم الأمر الواقع ، إذ لا تربط البلدين علاقات دبلوماسية رسمية.
يُحافظ مكتب تمثيل تايبيه في فنلندا على علاقات مع برلمانيين فنلنديين من مختلف الأحزاب السياسية. [ 230 ] في مايو 2020، تبرّعت تايوان بـ 200 ألف كمامة جراحية لمنطقة الرعاية الصحية في شمال فنلندا، وقد استلمها ميكو كارنا ، الذي كان رئيسًا لنادي الصداقة التايواني غير الرسمي في البرلمان الفنلندي . [ 231 ]
في عام ٢٠٠٥، وخلال فترة تمثيل تايبيه في فنلندا، جانيت تشانغ ، تم توقيع اتفاقية الخدمات الجوية بين تايوان وفنلندا، مما يشير إلى إمكانية تسيير رحلات جوية مباشرة بين البلدين في المستقبل. كما شاركت فنلندا في إطار التعاون والتدريب العالمي (GCTF) في تايوان، والذي أطلقته تايوان والولايات المتحدة في عام ٢٠١٥. وبالتحديد، في عام ٢٠٢٤، استضاف مركز التجارة الفنلندي في تايوان فعاليةً ضمن إطار التعاون والتدريب العالمي، إلا أن محتوى ورشة العمل لم يُنشر للعموم. في عام 2025، عُيّن فريدي ليم، موسيقي موسيقى الهيفي ميتال والسياسي، ممثلاً لتايوان في فنلندا. [ 233 ] [ 234 ]
فرنسا
انخرطت القوات الفرنسية والصينية في معارك حول تايوان في أواخر القرن التاسع عشر. وفي أوائل القرن العشرين، أقامت الجمهورية الفرنسية الثالثة علاقات دبلوماسية مع جمهورية الصين (تايوان). وفي عام ١٩٦٤، أصبحت فرنسا أول قوة غربية كبرى تقيم علاقات دبلوماسية على مستوى السفراء مع جمهورية الصين الشعبية ، لكنها استمرت في بيع منصات أسلحة رئيسية لتايوان بعد انسحابها إلى تايوان . وتراجعت فرنسا عن هذا النهج في عام ١٩٩٤ عندما حسّنت علاقاتها مع جمهورية الصين الشعبية واعترفت بتايوان كأرض صينية. [ ٢٣٥ ] [ ٢٣٦ ] وقد تحسنت العلاقات بشكل ملحوظ منذ ذلك الحين. إلا أن العلاقات العسكرية تأثرت بفضائح مثل فضيحة الفرقاطة التايوانية وقضية طائرة ميراج التايوانية .
ألمانيا
في يناير/كانون الثاني 2021، ناشدت الحكومة الألمانية الحكومة التايوانية للمساعدة في إقناع شركات أشباه الموصلات التايوانية بزيادة إنتاجها، حيث كان النقص العالمي في أشباه الموصلات يعيق تعافي الاقتصاد الألماني من جائحة كوفيد-19. وقد تسبب نقص أشباه الموصلات في توقف خطوط إنتاج السيارات، ما دفع وزير الاقتصاد الألماني بيتر ألتماير إلى التواصل شخصيًا مع وزيرة الشؤون الاقتصادية التايوانية وانغ مي هوا في محاولة لحث شركات أشباه الموصلات التايوانية على زيادة طاقتها الإنتاجية. اليونان
تشير العلاقات بين اليونان وتايوان إلى العلاقات بين اليونان (الجمهورية الهيلينية رسمياً) وتايوان (جمهورية الصين رسمياً).
لا تربط اليونان وتايوان علاقات دبلوماسية رسمية، إذ تعترف اليونان بجمهورية الصين الشعبية فقط بموجب سياسة الصين الواحدة. ومع ذلك، تُدار العلاقات على المستوى غير الدبلوماسي عبر مكاتب تمثيلية تؤدي وظائف عديدة مشابهة لوظائف السفارات. ورغم عدم وجود علاقات دبلوماسية رسمية، فقد طورت اليونان وتايوان روابط تعاون في مجالات التجارة والثقافة والتعليم والشؤون القنصلية والشؤون التقنية. هنغاريا
العلاقات بين المجر وتايوان هي العلاقات الثنائية بين المجر وتايوان (جمهورية الصين رسمياً).
أقامت المجر وجمهورية الصين علاقات دبلوماسية عام 1940، إلا أنها انقطعت عام 1949 بعد تأسيس جمهورية الصين الشعبية . وفي العام نفسه، اعترفت المجر بجمهورية الصين الشعبية، ومنذ ذلك الحين، تُدار العلاقات مع تايوان على مستوى غير دبلوماسي عبر مكاتب تمثيلية تعمل كسفارات بحكم الأمر الواقع.
على الرغم من عدم وجود علاقات دبلوماسية رسمية بينهما، فقد أقامت المجر وتايوان روابط تعاونية في مجالات الاقتصاد والتجارة والتعليم والثقافة والمساعدات الإنسانية.
أيرلندا
تشير العلاقات الأيرلندية التايوانية إلى العلاقات الثنائية بين أيرلندا وتايوان (جمهورية الصين رسمياً). ورغم أن أيرلندا لا تقيم علاقات دبلوماسية رسمية مع تايوان ، فقد طورت الدولتان روابط اقتصادية وثقافية وأكاديمية وبرلمانية متينة.
الكرسي الرسولي (مدينة الفاتيكان)
أُقيمت العلاقات الدبلوماسية بين الكرسي الرسولي (مدينة الفاتيكان) وجمهورية الصين في 23 أكتوبر 1942 [ 239 ] ، ومع تقديم رئيس الأساقفة أنطونيو ريبيري لرسالة اعتماده إلى الرئيس في عام 1946، اكتسب الوفد الرسولي للكرسي الرسولي في الصين صفة دبلوماسية. [ 240 ] [ 241 ]
حاولت الكرسي الرسولي تحويل اعترافها إلى الحزب الشيوعي الصيني/جمهورية الصين الشعبية بعد انتهاء الحرب الأهلية، لكن طلبها قوبل بالرفض، فانتهى بها الأمر إلى الاعتراف بحزب الكومينتانغ/جمهورية الصين في تايوان. ومنذ ذلك الحين، يتبادل الكرسي الرسولي وجمهورية الصين الاعترافات. [ 242 ] ويجري الكرسي الرسولي مفاوضات مع جمهورية الصين الشعبية بشأن الاعتراف؛ إلا أنه قدم ضمانات لجمهورية الصين بأن أي مفاوضات مع جمهورية الصين الشعبية لن تؤثر سلبًا على علاقاتهما معها. [ 243 ]
إيطاليا
حتى عام 1970، كانت تايوان، بصفتها جمهورية الصين، ممثلة بسفارة في روما وقنصلية عامة في ميلانو . في عام 2020، تبرعت تايوان بمعدات ومستلزمات طبية لإيطاليا في إطار جهودها الدبلوماسية الطبية استجابةً لجائحة كوفيد-19. وشملت المعدات المتبرع بها 15 جهاز تنفس صناعي تم التبرع بها لمستشفيات منظمة الصحة العالمية في منطقة لومبارديا المتضررة بشدة في أبريل 2020. [ 248 ]
كوسوفو
العلاقات بين كوسوفو وتايوان هي علاقات خارجية بين جمهورية كوسوفو وجمهورية الصين . أعلنت كوسوفو استقلالها في 17 فبراير 2008. اعترفت تايوان رسميًا بكوسوفو في فبراير 2008، لكن كوسوفو لم تبادلها الاعتراف. يمثل مكتب تايبيه التمثيلي في المجر مصالح تايوان في كوسوفو في ظل غياب علاقات دبلوماسية رسمية.
لاتفيا
اليوم، تتسم العلاقات الثنائية بين لاتفيا وتايوان بالإيجابية، مع وجود روابط اقتصادية راسخة، ونظام سفر بدون تأشيرة بين البلدين، ودعم بعض البرلمانيين اللاتفيين لمشاركة جمهورية الصين في منظمات مثل منظمة الصحة العالمية . [ 249 ]
ليتوانيا
في نوفمبر/تشرين الثاني 2021، افتتحت تايوان مكتبها التمثيلي في فيلنيوس تحت اسم "تايواني" (الأول من نوعه في العالم بهذا الاسم)، على أن يُفتتح المكتب الليتواني في تايبيه في ربيع 2022. [ 250 ] [ 251 ] لاحقًا، فرضت جمهورية الصين الشعبية عقوبات اقتصادية غير رسمية عديدة على ليتوانيا، واستدعت سفيرها في فيلنيوس، شين تشيفي، وطالبت ليتوانيا باستدعاء سفيرتها في بكين، ديانا ميكيفيتشين. لوكسمبورغ
تشير العلاقات بين لوكسمبورغ وتايوان إلى العلاقات الثنائية بين لوكسمبورغ (دوقية لوكسمبورغ الكبرى رسمياً) وتايوان (جمهورية الصين رسمياً). [ 254 ]
لا تربط لوكسمبورغ وتايوان علاقات دبلوماسية رسمية؛ إذ تعترف لوكسمبورغ بجمهورية الصين الشعبية في إطار سياسة الصين الواحدة . ومنذ مطلع الألفية الثانية، تُحافظ العلاقات بين البلدين عبر مكاتب تمثيلية، وترتيبات العمل والإجازات، ومقترحات برلمانية، وتعاون تجاري وثقافي. ورغم عدم وجود علاقات رسمية على مستوى السفارات، يتعاون الجانبان في مجالات الاقتصاد والاستثمار والتعليم والثقافة، ويتشاركان قيماً كالديمقراطية وحقوق الإنسان والتجارة الحرة. [ 255 ]
مقدونيا الشمالية
هولندا
تعود العلاقات الهولندية التايوانية إلى القرن السابع عشر الميلادي عندما أنشأت شركة الهند الشرقية الهولندية مستعمرة في تايوان. وفي العصر الحديث، تتميز هذه العلاقات بتدفق الاستثمارات الأجنبية المباشرة بكثافة بين البلدين، والشراكات الاقتصادية طويلة الأمد بين الشركات الهولندية والتايوانية. [ 256 ]
في عام 2019، أقر مجلس النواب الهولندي اقتراحاً يدعم مشاركة تايوان في المنظمات الدولية. [ 257 ]
النرويج
تشير العلاقات بين النرويج وتايوان إلى العلاقات الثنائية بين النرويج وتايوان .
بولندا
تشير العلاقات البولندية التايوانية إلى العلاقات الثنائية بين جمهورية بولندا وجمهورية الصين (تايوان) .
في ظل سياسة الصين الواحدة ، لا تربط بولندا، كغالبية دول العالم، علاقات دبلوماسية رسمية مع جمهورية الصين الشعبية بشأن تايوان، وتعترف فقط بجمهورية الصين الشعبية كممثل وحيد للصين، دون أن تتخذ موقفًا رسميًا أو تعترف بتايوان كجزء من الصين. ومع ذلك، شهدت العلاقات بين البلدين نموًا ملحوظًا، ومنذ تحول بولندا إلى اقتصاد السوق بعد عام 1990، أصبحت تايوان من أكبر المستثمرين الآسيويين في بولندا. البرتغال
تشير العلاقات بين البرتغال وتايوان إلى العلاقات الثنائية بين البرتغال (رسمياً الجمهورية البرتغالية) وتايوان (رسمياً جمهورية الصين).
لا تربط البرتغال علاقات دبلوماسية رسمية مع تايوان، إذ تعترف بجمهورية الصين الشعبية في إطار سياسة الصين الواحدة . ومنذ أوائل التسعينيات، حافظت البرتغال وتايوان على علاقات غير رسمية/غير دبلوماسية من خلال مكاتب تمثيلية. ورغم عدم وجود علاقات دبلوماسية رسمية، فإن الجانبين يمارسان التجارة والتبادل الثقافي، ويجريان اتصالات سياسية دورية، ويتشاركان قيماً تشمل الديمقراطية وحقوق الإنسان. [ 259 ]
روسيا
خلال الحرب الأهلية الصينية ، اتسمت علاقة الاتحاد السوفيتي مع الصين القومية بقيادة الكومينتانغ بالتوتر والاستراتيجية حتى عام 1949. وفي أزمة مضيق تايوان الثانية عام 1958، [ 260 ] أوصى الزعيم السوفيتي نيكيتا خروتشوف بتدويل قضية تايوان ، وناشد الأمم المتحدة والمنظمات متعددة الأطراف الأخرى التدخل. ودعا الحزب الشيوعي السوفيتي إلى عقد قمة الدول العشر في نيودلهي لمناقشة القضية في 27 سبتمبر/أيلول 1958، كإحدى مقدمات الانقسام الصيني السوفيتي اللاحق . [ 261 ] ومنذ تأسيس الاتحاد الروسي ، صدّرت تايوان كميات كبيرة من المواد الحديدية إلى روسيا خلال الفترة 2004-2005. وفي عام 2005، بلغ إجمالي حجم التبادل التجاري بين البلدين 2,188,944,473 دولارًا أمريكيًا. ولدى روسيا مكتب تمثيلي في تايبيه، [ 262 ] ولدى جمهورية الصين مكتب تمثيلي في موسكو. [ 263 ] تحافظ روسيا على ميزان تجاري إيجابي مع تايوان، ويعود ذلك بشكل رئيسي إلى وارداتها من النفط الخام، والحديد الزهر والصلب، والمعادن غير الحديدية، والمنتجات البتروكيماوية، والسبائك الحديدية، وفحم الكوك، والأخشاب، والأسمدة الكيميائية. وتستورد روسيا في الغالب الإلكترونيات ومكوناتها، وأجهزة الكمبيوتر ومكوناتها، والأجهزة المنزلية. وقد أقامت الدولتان علاقات دبلوماسية غير رسمية بين عامي 1993 و1996. وتستهدف تايبيه روسيا لما تتمتع به من فرص تصديرية وإمكانات تسويقية. إسبانيا
السويد
لا تربط السويد وتايوان علاقات دبلوماسية رسمية في الوقت الحالي، إلا أنهما تتبادلان التجارة والتبادلات غير الرسمية.

سلوفاكيا
في عام 2021 ، أصدرت لجنة الشؤون الخارجية بالمجلس الوطني لسلوفاكيا قراراً يدعم مشاركة تايوان في جمعية الصحة العالمية . [ 266 ]
أوكرانيا
تشير العلاقات التايوانية الأوكرانية إلى العلاقات الدولية بين تايوان وأوكرانيا . بدأت العلاقات الثنائية بعد استقلال أوكرانيا عام 1992. [ 267 ] : ص 3
لا يوجد لتايوان مكتب تمثيلي في أوكرانيا. وكانت شؤون القنصلية تُدار عبر المكتب التمثيلي في موسكو . [ 268 ] إلا أن هذه الصلاحية نُقلت إلى مكتب تايبيه التمثيلي في وارسو في 26 فبراير 2022، وذلك بسبب اندلاع الغزو الروسي لأوكرانيا .

المملكة المتحدة
تُدار علاقات المملكة المتحدة مع تايوان [ 269 ] بشكل غير رسمي من خلال المكتب البريطاني في تايبيه [ 270 ] والمجلس الثقافي البريطاني في تايبيه.
بعد الحرب الأهلية الصينية وانسحاب حكومة الكومينتانغ إلى تايوان، قطعت المملكة المتحدة علاقاتها الدبلوماسية مع جمهورية الصين واعترفت بجمهورية الصين الشعبية اعتبارًا من 6 يناير 1950. [ 271 ] في سبتمبر 1962، افتتحت تايوان مكتبًا تمثيليًا في لندن تحت اسم مركز الصينيين الأحرار، والذي أعيدت تسميته لاحقًا إلى مكتب تايبيه التمثيلي في المملكة المتحدة اعتبارًا من أبريل 1992. [ 272 ] افتتحت المملكة المتحدة مكتبًا تمثيليًا في تايبيه عام 1993 تحت اسم المكتب التجاري والثقافي البريطاني، والذي أعيدت تسميته لاحقًا إلى المكتب البريطاني في تايبيه عام 2015. [ 273 ]
في سبتمبر 2020، صرح وزراء الخارجية والكومنولث والتنمية بأن المملكة المتحدة تأمل في السماح لتايوان بحضور جمعية الصحة العالمية بصفة مراقب. [ 272 ]
أمريكا الشمالية
بليز

وقد تم الحفاظ على العلاقات الثنائية بين بليز وجمهورية الصين (تايوان) منذ عام 1989. وقد التزمت بليز بسياسة الصين الواحدة حيث أنها واحدة من الدول القليلة التي تعترف بحكومة جمهورية الصين باعتبارها الحكومة الشرعية الوحيدة لـ "الصين" بدلاً من جمهورية الصين الشعبية في البر الرئيسي.
دومينيكا
أقامت دومينيكا علاقات مع تايوان في 10 مايو 1983. [ 274 ] وفي سبتمبر 2001، زار رئيس الوزراء التايواني تشانغ تشون شيونغ دومينيكا للقاء رئيس الوزراء بيير شارل . [ 275 ] وفي 23 مارس 2004، بعد فترة وجيزة من تولي رئيس الوزراء روزفلت سكيريت منصبه، قطعت دومينيكا علاقاتها مع تايوان مقابل إقامة علاقات مع جمهورية الصين الشعبية. [ 276 ] [ 277 ]
جمهورية الدومينيكان
في الأول من مايو/أيار 2018، انتقلت جمهورية الدومينيكان إلى الصين. لم تُقدم الحكومة في البداية أي سبب، إلا أنها صرّحت لاحقًا خلال حفل الانتقال بأن تايوان جزء لا يتجزأ من الصين، وأن الانتقال يأتي امتثالًا لسياسة الصين الواحدة. وقد بُنيت هذه الخطوة على قروض واستثمارات بقيمة 3.1 مليار دولار أمريكي. وتم الاستشهاد بـ"التاريخ والواقع الاجتماعي والاقتصادي" كأسباب للانتقال. وصرح فلافيو داريو إسبينال ، أحد المسؤولين الحكوميين، قائلاً: "في الأشهر والسنوات القادمة، ستُتاح فرص هائلة للتعاون تدريجيًا، ليس فقط في المجال التجاري، بل أيضًا في المجالات المالية والتكنولوجية والسياحية والتعليمية والطاقة. فعلى سبيل المثال، يزور أكثر من 135 مليون سائح صيني وجهات دولية سنويًا. وسيسمح إقامة هذه العلاقات الدبلوماسية بتدفق جزء من هذه السياحة إلى بلادنا في المستقبل القريب. وهذا مجرد جانب واحد من الجوانب التي ستشهد تحسنًا." [ 278 ] [ 279 ]
السلفادور
في 20 أغسطس/آب 2018، قطعت السلفادور علاقاتها مع تايوان وأقامت علاقات مع جمهورية الصين الشعبية. وباتت السلفادور تعترف بجمهورية الصين الشعبية فقط. وكما هو الحال مع بنما وجمهورية الدومينيكان، بُثّ الحدث على مستوى البلاد عبر الإذاعة والتلفزيون. وقبل ساعات من الإعلان، أعلنت تايوان (جمهورية الصين) قطع علاقاتها مع السلفادور، مُعللة ذلك بقرب إقامة علاقات دبلوماسية وتجارية مع جمهورية الصين الشعبية (الصين). وصرح رئيس السلفادور بأن حكومته قررت هذا التحول امتثالاً لقرار مجلس الأمن الدولي رقم 2758. [ 280 ] وقالت الحكومة التايوانية إن هذا التحول لم يكن بتأثير من الحكومة الصينية، بل جاء ردًا على رفض تايوان تمويل بناء ميناء لا أونيون والانتخابات الرئاسية السلفادورية لعام 2019. [ 281 ]
غواتيمالا
في 18 مارس/آذار 2014، أقرّ الرئيس الغواتيمالي السابق ألفونسو بورتيو بالذنب أمام المحكمة الفيدرالية في مانهاتن بتهمة قبول رشاوى مقابل الاعتراف بجمهورية الصين (تايوان). وصرح الرئيس بيريز مولينا بأن علاقات غواتيمالا مع جمهورية الصين كانت ولا تزال متينة، وأن اعتراف بورتيو لن يؤثر على العلاقات الدبلوماسية بين البلدين. [ 282 ] وامتنعت وزارة خارجية تايوان عن التعليق. [ 283 ]
هايتي
تعترف هايتي حاليًا بجمهورية الصين الشعبية بدلًا من جمهورية الصين الشعبية. في عام ٢٠١٨، قدمت تايوان قرضًا بقيمة ١٥٠ مليون دولار أمريكي لشبكة الكهرباء في هايتي، سعيًا منها للحفاظ على العلاقات الدبلوماسية معها بعد أن قطعت جارتها جمهورية الدومينيكان علاقاتها مع تايوان، إلى جانب بوركينا فاسو. وفي العام نفسه، زار رئيس هايتي تايوان لمناقشة القضايا الاقتصادية والعلاقات الدبلوماسية.
المكسيك
حافظت المكسيك وتايوان (المعروفة أيضًا باسم جمهورية الصين) على علاقات ثنائية غير رسمية منذ عام 1972. وكانت المكسيك قد أقامت علاقات رسمية مع جمهورية الصين من عام 1949 حتى عام 1971، حين اعترفت بجمهورية الصين الشعبية . وكلا البلدين عضوان في منظمة التعاون الاقتصادي لدول آسيا والمحيط الهادئ (التعاون الاقتصادي لآسيا والمحيط الهادئ) ومنظمة التجارة العالمية .
هندوراس
في عام 2021، أفادت التقارير أن حكومة هندوراس الجديدة، المنتخبة في الانتخابات العامة لعام 2021 بقيادة حزب الحرية والتأسيس، كانت تدرس الاعتراف بالصين. [ 284 ] وجاء هذا الإعلان عقب قطع كوستاريكا وجمهورية الدومينيكان والسلفادور ونيكاراغوا وبنما علاقاتها مع جمهورية الصين (تايوان) مؤخرًا؛ [ 285 ] وبذلك خسرت تايوان تسعة شركاء دبلوماسيين خلال فترة رئاسة تساي إنغ-وين بانتقالها من هندوراس. [ 286 ] وفي 15 مارس/آذار 2023، صرّحت الرئيسة شيومارا كاسترو بأنها أصدرت تعليماتها لوزير خارجيتها بإقامة علاقات رسمية مع جمهورية الصين الشعبية. [ 287 ]
انتقدت القيادة التايوانية انتقال هندوراس إلى الصين، وحثتها على عدم "الوقوع في فخ الديون الصينية". وصرح وزير خارجية هندوراس، إدواردو إنريكي رينا، بأن بلاده طلبت من تايوان مضاعفة مساعداتها السنوية وإعادة التفاوض على ديونها للجزيرة، وهو طلب لم يُستجب له. ونفت وزارة الخارجية التايوانية هذا الأمر، مؤكدةً استمرارها في إجراء محادثات ثنائية مع حكومة هندوراس. [ 288 ] وردت الرئيسة تساي إنغ-وين على هذا الإعلان بتحديد موعد لزيارة رؤساء الحكومات والدول في بليز وغواتيمالا المجاورتين. [ 285 ] واستدعت جمهورية الصين (تايوان) سفيرها الهندوراسي في 23 مارس، بالتزامن مع بدء هندوراس مفاوضاتها مع جمهورية الصين الشعبية. [ 286 ] وأكد بيان صدر في 25 مارس أن هندوراس قد أكملت عملية الانتقال [ 289 ] ، وافتُتحت سفارتها في بكين في 11 يونيو. [ 290 ]
بنما
في 13 يونيو/حزيران 2017، غيّرت حكومة بنما اعترافها بتايوان، قاطعةً جميع العلاقات مع جمهورية الصين. مُنح البنميون الدارسون في تايوان خيار العودة إلى بنما في غضون 30 يومًا أو مواصلة دراستهم في الصين. كان الدافع وراء هذا التغيير هو وعود باستثمارات بمليارات الدولارات. بدأ هذا التغيير برسالة وُجّهت عام 2015 إلى الحكومة الصينية، والتي، بحسب إيزابيل سانت مالو ، نائبة رئيس بنما، كان عنوانها "بنما ترغب في إقامة علاقات مع الصين". وقد حُفظت محتويات الرسالة وأسباب إرسالها طي الكتمان. كما حُفظت هوية الشخص الذي سلّم الرسالة وساعد في عملية التغيير طي الكتمان، وهو شخص وُصف فقط بأنه "عضو بارز في الجالية الصينية المقيمة في بنما".
صرح السفير الأمريكي لدى بنما، جون دي. فيلي ، بأنه سأل الرئيس البنمي خوان كارلوس فاريلا عن عملية التحول في عام 2016، لكن فاريلا كذب عليه قائلاً إنه لا توجد أي خطط لإجراء هذا التحول. وأضاف فيلي أن فاريلا لم يخبره بالحقيقة إلا قبل ساعة واحدة من الإعلان الرسمي على مستوى البلاد.
تساءل آخرون عن سبب استمرار الحكومة البنمية في استخدام معدات تبرعت بها تايوان. في البداية، لم تُقدم الحكومة البنمية أي سبب، ثم صرحت لاحقًا بأن أحد الأسباب هو أن "الصين ثاني أكبر مستخدم لقناة بنما"، وقال الرئيس فاريلا إنه "لم يعد يتقبل ذلك" وأن "هذا ما يفعله أي قائد مسؤول". وأعلنت الحكومة البنمية رسميًا أن تايوان جزء لا يتجزأ من الصين، وأن عملية التحويل تأتي امتثالًا لسياسة الصين الواحدة. في المقابل، صرحت حكومة جمهورية الصين (تايوان) بأن بنما "حليفها الأول" وأنها لن تشارك في دبلوماسية بكين المالية. واشتكت الحكومة التايوانية من أن بنما أخفت عملية التحويل عمدًا حتى اللحظة الأخيرة.
أعلنت وكالة حكومية بنمية لاحقًا أن عملية التحول جاءت نتيجةً لانتهاكات الرئيسة التايوانية تساي إنغ-وين وعدم مراعاتها لتوافق عام 1992 بشأن الصين وتايوان وسياسة الصين الواحدة. وشككت صحيفة "لا إستريلا" البنمية في الأسباب التي ساقها فاريلا في البداية لتبرير التحول، مثل "امتلاك الصين لأكبر عدد سكان في العالم وثاني أكبر اقتصاد ومستخدم لقناة بنما". ووصفت الصحيفة تصرفات فاريلا بالمتناقضة، مشيرةً إلى أن الأسباب التي ساقها تعكس الواقع الذي عاشته بنما لعقود، وبالتالي لا يمكن اعتبارها أسبابًا وجيهة للتحول. كما ذكرت الصحيفة نفسها أن خطط الصين في أمريكا اللاتينية تُقنع دولها بسهولة، لما لها من فوائد ظاهرة على المدى القصير، ولكنها تُرسخ التبعية للصين على المدى الطويل، وأن الصين تغزو دولًا أخرى وأمريكا اللاتينية عمومًا في الخفاء. [ 291 ] [ 292 ] [ 293 ]
في السنة الأولى من العلاقات الدبلوماسية، وُقِّعت 19 معاهدة، من بينها معاهدة التجارة الحرة. صرّح فاريلا بأن الهدف الرئيسي منها هو تسهيل استثمار المواطنين الصينيين في بنما. وشملت الانتقادات التي أثيرت حول هذا التحوّل المفاجئ غياب الإجراءات القانونية الواجبة، ومستويات السرية العالية غير المعتادة، وحقيقة أن تايوان تبرّعت بمعدات طبية لبنما قبل أسابيع قليلة من التحوّل. في عام 2018، هبطت أول رحلة جوية من بكين إلى بنما تابعة لشركة الخطوط الجوية الصينية في مطار توكومين الدولي ، مع توقف فني في هيوستن. ووصف فاريلا ذلك بأنه علامة فارقة في تاريخ الطيران البنمي. وبفضل هذا الخط الجديد، توقعت وزارة السياحة البنمية ما لا يقل عن 40 ألف سائح صيني سنويًا. لاحقًا، ذُكرت "الظروف التاريخية والاجتماعية والاقتصادية" كأسباب للتحوّل. وأوضح فاريلا أن هذه الخطوة استندت إلى علاقات دبلوماسية تعود إلى عام 1912، وأنها عزّزت العلاقات القائمة، على الرغم من أن هذه العلاقات كانت مع جمهورية الصين (تايوان)، وليس جمهورية الصين الشعبية (جمهورية الصين الشعبية). ونتيجة لذلك، أُضيفت مدينة بنما على الفور تقريبًا إلى قائمة الوجهات السياحية المعتمدة رسميًا من الصين. [ 294 ] [ 295 ] [ 296 ] [ 297 ] عرضت حكومة الحزب الشيوعي الصيني على حكومة حزب بانامينيستا دراسة جدوى مجانية للمجموعة الرابعة المزمع إنشاؤها من الأهوسة في قناة بنما، وذلك بهدف الحصول على ميزة تنافسية في مناقصات اختيار الشركة المنفذة للمشروع. إضافةً إلى ذلك، هناك خطط لإنشاء مجمع صناعي على مساحة 1200 هكتار على ساحل المحيط الهادئ، ومجمع آخر بمساحة 4 هكتارات في أمادور بالقرب من متحف بيوموسيو، ليضم سفارة جمهورية الصين الشعبية في بنما. كما تُثار مخاوف من تحول بنما إلى منطقة نزاع بين الولايات المتحدة وجمهورية الصين الشعبية، نظرًا لموقعها الاستراتيجي.
سانت كيتس ونيفيس

تشير العلاقات بين سانت لوسيا وتايوان إلى العلاقات الثنائية بين جمهورية الصين وسانت لوسيا . وقد بدأت هذه العلاقات بين عامي 1984 و1997، ثم استؤنفت من عام 2007 فصاعدًا.
سانت فنسنت وجزر غرينادين
الولايات المتحدة


وقّعت جمهورية الصين والولايات المتحدة معاهدة رسمية للتجارة والملاحة عام 1948. وبناءً على ذلك، يُمكن لحاملي جوازات سفر جمهورية الصين الحصول على تأشيرة E1 وE2، قابلة للتجديد إلى أجل غير مسمى، استنادًا إلى استمرار تشغيل مؤسساتهم [ 298 ] في الولايات المتحدة. [ 299 ] وفي عام 1979، اعترفت الولايات المتحدة بجمهورية الصين الشعبية بدلًا من جمهورية الصين. [ 300 ] وتخضع العلاقات التجارية [ 301 ] (مثل اتفاقية إطار التجارة والاستثمار الموقعة عام 1994، [ 302 ] TIFA [ 303 ] [ 304 ] [ 305 ] [ 302 ] )، والثقافية، وغيرها من العلاقات الجوهرية، حاليًا، من بين أمور أخرى، لقانون العلاقات مع تايوان لعام 1979. ولا يعترف القانون بمصطلح "جمهورية الصين". ولا تدعم سياسة الولايات المتحدة استقلال تايوان ولا تعارضه؛ بل تتخذ موقفًا محايدًا يتمثل في "عدم دعم" استقلال تايوان. زار نائب مساعد وزير الخارجية الأمريكي، أليكس وونغ ، جمهورية الصين رسمياً في مارس 2018 للاحتجاج على تعديل دستور جمهورية الصين الشعبية الذي ألغى القيود المفروضة على مدة ولاية الرئيس. [ 308 ] وفي يوليو 2002، أصبح وزير العدل، تشين دينغ نان، أول مسؤول حكومي تايواني يُدعى لزيارة البيت الأبيض بعد هذا التغيير.
رغم اعتراف الولايات المتحدة بمبدأ الصين الواحدة لجمهورية الصين الشعبية عام ١٩٧٩، [ ٣٠٩ ] إلا أنها لم تقبل مطالبة الصين بتايوان. [ ٣١٠ ] [ ٣١١ ] [ ٣١٢ ] وقد ذُكر اسم "تايوان" غير الرسمي في البيانات الثلاثة المتبادلة بين الولايات المتحدة والصين. وتماشياً مع سياسة الصين الواحدة الأمريكية، فإن رفع علم جمهورية الصين على أي منشأة حكومية رسمية داخل الأراضي الأمريكية غير مُجاز من قِبل الولايات المتحدة. يشمل برنامج الإعفاء من التأشيرة الأمريكية حاملي جوازات السفر التايوانية للإقامة لمدة 90 يومًا. [ 315 ] [ 316 ]
بعد عام 1979، واصل مجلس الأعمال الأمريكي التايواني تسهيل النشاط التجاري (معظمه متعلق بتكنولوجيا أشباه الموصلات) وخدمات بيع الأسلحة. [ 317 ] [ 318 ] [ 319 ] أضاف مجلس النواب الأمريكي تعديلًا على ميزانية الدفاع الأمريكية للسنة المالية 2016 يتضمن بندًا يحث جمهورية الصين على المشاركة في مناورات حافة المحيط الهادئ ( RIMPAC ) التي تُجرى كل عامين. [ 320 ] تربط وزارة الخارجية الأمريكية علاقات تعاون ثنائية وثيقة مع جمهورية الصين من خلال برنامج فولبرايت التابع لمكتب الشؤون التعليمية والثقافية . [ 321 ] [ 322 ] [ 323 ]
تشمل النزاعات الأخيرة بين الولايات المتحدة وجمهورية الصين حظر جمهورية الصين على استيراد لحوم البقر والخنزير الأمريكية، والذي تم حله بعد أن اعتمدت جمهورية الصين المعيار الجديد للحد الأقصى المسموح به لمتبقيات مادة الراكتوبامين في كل من لحوم البقر والخنزير. [ 324 ]

في عام ٢٠٠٧، قُدِّم مشروع قانون إلى الكونغرس الأمريكي من شأنه أن يُعزز بشكلٍ كبير العلاقات الأمريكية مع جمهورية الصين (تايوان). [ ٣٢٥ ] وقد أصدر مجلس النواب الأمريكي قرارًا يدعو إلى رفع القيود المفروضة على زيارات كبار المسؤولين في جمهورية الصين. وأشار القرار إلى أنه "كلما سعى زوار رفيعو المستوى من جمهورية الصين، بمن فيهم الرئيس، إلى زيارة الولايات المتحدة، فإن طلباتهم تُفضي إلى فترة من المفاوضات المعقدة والطويلة والمُهينة". وأضاف: "إن رفع هذه القيود سيُساعد في إخراج حليف وصديق للولايات المتحدة من عزلته، الأمر الذي سيعود بالنفع على السلام والاستقرار في منطقة آسيا والمحيط الهادئ ". [ ٣٢٦ ]
قُدِّم مشروع قانون لدعم طلب جمهورية الصين (تايوان) الانضمام إلى الأمم المتحدة. نصّ مشروع القانون على أن جمهورية الصين وسكانها البالغ عددهم 23 مليون نسمة "يستحقون عضوية الأمم المتحدة"، وأن على الولايات المتحدة الوفاء بالتزامها "بدعم عضوية تايوان في المنظمات الدولية المناسبة بشكل أكثر فعالية". قُدِّم مشروع القانون في 8 نوفمبر/تشرين الثاني 2007، بقيادة النائب سكوت غاريت من ولاية نيوجيرسي . [ 327 ]
مع ذلك، تُحافظ الدولتان على علاقات دبلوماسية غير رسمية من خلال سفارات غير رسمية ، وهي في الأصل "منظمات خاصة" تُدار وتُموّل من قِبل وزارات الخارجية الأمريكية المعنية. وتتمثل شبكة السفارات غير الرسمية لجمهورية الصين في مكتب تايبيه الاقتصادي والثقافي (TECRO) الذي يمتلك مكاتب في واشنطن العاصمة، و12 مدينة أمريكية أخرى، والعديد من الدول الأخرى التي لا تربطها علاقات رسمية بتايوان. أما المنظمة الأمريكية المماثلة فهي المعهد الأمريكي في تايوان (AIT). وحتى عام 2010، قام مسؤولون من جمهورية الصين بزيارات شبه رسمية للولايات المتحدة على المستويين الحكومي والسياسي. [ 46 ] [ 328 ]
وافقت وزارة الخارجية الأمريكية في يوليو/تموز 2019 على بيع 108 دبابات من طراز M1A2T أبرامز و250 صاروخ ستينغر إلى تايوان. وذكرت وكالة التعاون الأمني الدفاعي الأمريكية أن صفقة بيع الأسلحة تخدم "المصالح الوطنية والاقتصادية والأمنية الأمريكية من خلال دعم" جهود تايوان "المتواصلة لتحديث قواتها المسلحة والحفاظ على قدرة دفاعية موثوقة". [ 329 ]
في أغسطس/آب 2019، أعلنت إدارة ترامب رسمياً عن صفقة بيع أسلحة إلى تايوان بقيمة ثمانية مليارات دولار أمريكي، تشمل 66 طائرة مقاتلة جديدة من طراز إف-16 سي/دي من إنتاج شركة لوكهيد مارتن. [ 260 ] انتقدت الصين الصفقة فوراً، معتبرةً إياها مُضرّة بسيادتها ومصالحها. [ 330 ]
في 9 أغسطس/آب 2020، وصل وزير الصحة والخدمات الإنسانية الأمريكي أليكس عازار إلى تايوان، في زيارة رسمية أمريكية رفيعة المستوى إلى تايوان منذ عام 1979. [ 331 ] وردًا على ذلك، حلّقت طائرات القوات الصينية فوق الخط الفاصل في مضيق تايوان، الواقع ضمن منطقة تحديد الدفاع الجوي. [ 332 ] [ 333 ] كما تُعدّ هذه الزيارة الأبرز منذ صدور قانون السفر إلى تايوان. [ 334 ]
في أغسطس 2022، زارت رئيسة مجلس النواب الأمريكي ، نانسي بيلوسي، الجزيرة، وهو عمل أدانته الصين بشدة . [ 335 ]
أرسلت الصين طائرات مقاتلة وطائرات مسيرة بالقرب من تايوان في 27 أكتوبر 2024 ردًا على حزمة أسلحة أمريكية جديدة بقيمة ملياري دولار لتايوان، مما أدى إلى تصعيد التوترات في مضيق تايوان. [ 336 ] [ 337 ]
أوقيانوسيا
تقيم جمهورية الصين علاقات دبلوماسية مع ثلاث دول في أوقيانوسيا: جزر مارشال ، وبالاو ، وتوفالو . أما جمهورية الصين الشعبية، فلها علاقات مع 13 دولة أخرى (منها أستراليا، وجزر كوك، وولايات ميكرونيزيا الموحدة، وفيجي، وكيريباتي، وناورو، ونيوزيلندا، ونيوي، وبابوا غينيا الجديدة، وساموا، وجزر سليمان ، وتونغا ، وفانواتو ) . وتشهد منطقة المحيط الهادئ منافسة دبلوماسية حادة ومستمرة بين بكين وتايبيه ، حيث قامت عدة دول (كيريباتي، وناورو، وجزر سليمان، وفانواتو) بتحويل دعمها الدبلوماسي من إحداهما إلى الأخرى مرة واحدة على الأقل. وتقدم كل من جمهورية الصين الشعبية وجمهورية الصين مساعدات تنموية لحلفائها. وفي المقابل، يدعم حلفاء جمهورية الصين مساعيها للانضمام إلى الأمم المتحدة. وتُعد جمهورية الصين من أهم الشركاء الاقتصاديين لتوفالو.

في يناير/كانون الثاني 2008، عقب فوز حزب الكومينتانغ في انتخابات جمهورية الصين، صرّح النائب يانغ لي هوان، عضو حزب الكومينتانغ، بأن اهتمام تايوان بمنطقة المحيط الهادئ قد يتراجع في ظل الحكومة الجديدة. [ 344 ] إلا أنه بعد ثلاثة أيام، تأكد أن نائبة رئيس جمهورية الصين، أنيت لو، ستقود زيارة دبلوماسية إلى جزر مارشال وناورو وجزر سليمان. [ 345 ]
في مارس/آذار 2008، نُقل عن الرئيس المنتخب ما قوله إن حكومته ستضع حدًا لما يُسمى بـ"دبلوماسية دفتر الشيكات" التايوانية في المحيط الهادئ (أو تحديدًا، ما يُشبه دبلوماسية "المعاملة بالمثل "). [ 346 ] وفي مايو/أيار من العام نفسه، دعا ما إلى ما أسماه "وقف إطلاق النار" في التنافس بين جمهورية الصين وجمهورية الصين الشعبية على الحلفاء الدبلوماسيين. وجاء ذلك عقب فضيحة بسبب مزاعم بأن وزير خارجية تايوان، جيمس هوانغ، حاول شراء ولاء بابوا غينيا الجديدة الدبلوماسي. أستراليا

فيجي
أنشأت جمهورية الصين (تايوان) بعثة تجارية في فيجي عام 1971. كيريباتي

From 1980 to 2003, Kiribati recognised the PRC. Relations between China and Kiribati then became a contentious political issue within Kiribati. President Teburoro Tito was ousted in a parliamentary vote of no confidence in 2003, over his refusal to clarify the details of a land lease that had enabled Beijing to maintain a satellite-tracking station in the country since 1997, and over Chinese ambassador Ma Shuxue's acknowledged monetary donation to "a cooperative society linked to Tito".[368] In the ensuing election, Anote Tong won the presidency after "stirring suspicions that the station was being used to spy on US installations in the Pacific".[369] Tong had previously pledged to "review" the lease.[370]
In November 2003, Tarawa established diplomatic relations with Taipei[369] and Beijing severed its relations with the country. For the PRC, the presence of the satellite-tracking station had made relations with Kiribati relatively important; the station had, in particular, been used to track Yang Liwei's spaceflight.[371] Therefore, for three weeks the PRC called upon I-Kiribati President Anote Tong to break off relations with Taiwan and re-affirm his support for the "One China" policy. Only after those three weeks did the PRC sever relations,[372] thereby losing the right to maintain its satellite-tracking base. The ROC began providing economic aid to Kiribati, while Kiribati began supporting Taiwan in the United Nations.
In 2004, President Tong said he believed the PRC was trying to influence his country.[373] The comment was mainly due to the PRC's refusal to remove all its personnel from its closed embassy.[371] Tong stated that the Chinese personnel, who remained in Kiribati against his wishes, were handing out anti-government pamphlets; he told New Zealand journalist Michael Field: "I am sure if we did this in Beijing, we would be in jail in half a second".[374] Tong's brother and main political opponent, Harry Tong, responded by accusing Taiwan of excessive influence on Kiribati, notably of influencing the country's clergy.[373]
In 2008, Taiwan settled Kiribati's unpaid bills to Air Pacific, enabling the airline to maintain its services from Tarawa to Kiritimati.[375]
In November 2010, despite their lack of diplomatic relations, the PRC was one of fifteen countries to attend the Tarawa Climate Change Conference in Kiribati, and one of twelve to sign the resulting Ambo Declaration on climate change.[376] On 20 September 2019, Kiribati switched diplomatic relation from ROC to PRC.[377]
Marshall Islands

The Marshall Islands recognise the ROC and maintain an embassy in Taipei. The magazine Islands Business reported that President Litokwa Tomeing, elected in January 2008, might turn instead to the PRC.[378] However, in office Tomeing expressed continued support for ties with Taiwan and met with ROC Vice President Annette Lu when she visited the Marshall Islands on 29 January 2008.[379] The current Marshallese ambassador to Taiwan is Anjanette Kattil.[380]
Micronesia
Micronesia recognized the Republic of China until 1989, switching its foreign recognition to the People's Republic of China. In 2023, shortly before his term as president ended, David Panuelo wrote an open letter accusing Beijing of bribing Micronesian officials for recognition and to stay out of a potential conflict, as well as spying on the Micronesian government and personally surveilling him. He furthermore advocated for returning to relations with the Republic of China and held meetings with Taiwanese foreign minister Joseph Wu to determine if it was possible.[381]
Nauru

Nauru recognized the Republic of China until 2024, before switching its recognition to the People's Republic of China.
In 1980, Nauru established official relations with the ROC. In 2002, however, the government of René Harris established relations with the PRC,[382] and adopted the One China Policy.[383] Consequently, Taiwan severed its relations with Nauru, and accused the PRC of having bought Nauru's allegiance with financial aid of over €90,000,000.[384] A reporter for The Age agreed, stating that "Beijing recently bought off a threat by Nauru to revert to Taiwan only six months after opening ties with the mainland, offering a large loan to Nauru's near-destitute Government".[369]
In 2003, Nauru closed its newly established embassy in Beijing. Two years later, ROC President Chen met Nauruan President Ludwig Scotty in the Marshall Islands. In May 2005, the ROC and Nauru re-established diplomatic relations,[385] and opened embassies in each other's capitals. The PRC consequently severed its relations with Nauru.
The ROC is one of Nauru's two foremost economic aid partners (with Australia). In return, Nauru uses its seat in the United Nations to support the ROC's admittance proposal. Taiwan provides regular medical assistance to Nauru, sending specialised doctors to the country's only hospital.[386]
In 2007, Scotty was re-elected, amidst claims that his electoral campaign had been funded by Taiwan.[387] Scotty's opponents claimed that the ROC wanted to ensure that a pro-Taiwan government remained in power. Scotty was replaced by Marcus Stephen in December 2007. Following Stephen's election, President Chen telephoned him to congratulate him, assure him of the ROC's continued assistance for Nauru, request Nauru's continued support in return, and invite him to visit Taiwan.[388]
Nauru remains the focus of diplomatic competition between Beijing and Taipei. In 2006, according to the New Statesman, President Scotty "was allegedly accosted by a horde of screaming Chinese officials who tried to drag him on to a plane to Beijing just as he was boarding one bound for Taipei".[389]
In 2008, Nauru co-submitted a proposal to the United Nations, requesting that the United Nations General Assembly consider enabling "Taiwan's participation in the activities of UN specialized agencies". The proposal was rejected.[390]
In 2011 WikiLeaks revealed that Taiwan had been paying a "monthly stipend" to Nauruan government ministers in exchange for their continued support, as well as a smaller sum to other members of parliament, as "project funding that requires minimal accounting". Reporting on the story, the Brisbane Times wrote: "One MP reportedly used his Taiwanese stipend to buy daily breakfast for all schoolchildren in his district, while others were happy to just pocket the cash". A "former Australian diplomat with close knowledge of politics in Nauru" stated that Nauruan President Marcus Stephen, Foreign Minister Kieren Keke and former President Ludwig Scotty, among others, had all accepted "under the counter" funding from Taiwan. The leaks revealed that "Chinese [PRC] agents had also sought to influence Nauru's elections through cash payments to voters, with at least $40,000 distributed in one instance in 2007".[391]
WikiLeaks also revealed that Australia had, at one time, been "pushing" Nauru to break its relations with Taiwan and establish relations with the PRC instead. Then President Scotty had reportedly resisted on the grounds that it was "none of Australia's business".[391]
In late 2011, Taiwan "doubled its health aid" to Nauru, notably providing a resident medical team on a five-year appointment.[392]
From 11 June 2013 to 27 August 2019, under the government of President Baron Waqa, Nauru maintained its recognition of the Republic of China.
In 2018, a diplomatic row between the PRC and Nauru occurred at the Pacific Islands Forum when Nauruans would only stamp entry visas on personal passports of Mainland diplomats rather than diplomatic ones.[393]
On 15 January 2024, Nauru chose to recognise the People's Republic of China, severing diplomatic ties with Taiwan.[394]
New Zealand
While New Zealand does not have formal diplomatic relations with Taiwan, the two countries still maintain informal trade, economic, and cultural relations. Taiwan has two Economic and Cultural offices in Auckland and Wellington. New Zealand also has a Commerce and Industry Office in Taipei.[395][396]
On 10 July 2013, New Zealand and ROC signed a bilateral Economic Cooperation Agreement.[397][398]
Palau

Palau recognises the ROC, and is one of the few countries to maintain an embassy in Taipei. Diplomatic relations began in 1999, five years after Palaun independence.[399] ROC maintains an embassy in Koror City.[400] The ROC provides scholarships to Palauan students, as well as computers for Palauan schools. In 2008, Mario Katosang, Palau's Minister of Education, stated:
We were given 100 Windows-based computers by Taiwan. The education sector uses predominantly Apple Macintosh computers, so I mentioned that we may also need software. Taiwan immediately delivered 100 brand new copies of Windows XP, and offered to train our computer technicians.[401]
Travel from the Mainland to Palau is illegal.[399][402]
Taiwan and Palau entered into a maritime cooperation agreement in March 2019. Taiwan agreed to fund the building of an eight-ton patrol boat in Palau. The agreement also allows Taiwanese patrol boats to resupply in Palau, personnel exchanges, and joint training. The first joint exercise occurred on 23 March when the Taiwanese coast guard frigate Hsun Hu No. 7 conducted a patrol mission with Palauan vessels.[403][404]
Papua New Guinea
In 2005, Papua New Guinea, along with Fiji, supported Taiwan's wish to join the World Health Organization.
In July 2026, Papua New Guinea announced the closure of Taiwan's representative office in Port Moresby in order to strengthen relations with China.[405]
Solomon Islands


The two countries established diplomatic relations on 23 May 1983.[406] A ROC consulate general in Honiara was upgraded to an embassy two years later.[407] Since 2011, the Solomons' ambassador to the ROC has been Laurie Chan, a Solomon Islands national of Chinese ethnic background, and a former Solomon Islands Minister of Foreign Affairs who supported his country's continued relations with Taiwan.[408]
After pro-Taiwan Prime Minister Manasseh Sogavare was ousted in a vote of no confidence in December 2007, and replaced by Derek Sikua, ROC President Chen telephoned Prime Minister Sikua, offering his congratulations and Taiwan's continued aid, and requested the Sikua government's continued diplomatic support. Chen also invited Sikua to visit Taiwan,[388] which he did in March 2008. Sikua was welcomed with military honours by Chen, who stated: "Taiwan is the Solomon Islands' most loyal ally. [...] Taiwan will never forsake the people or government of the Solomon Islands."[409] Solomon Islands has continued to recognise the ROC under Sikua's leadership.
In June 2019, secret negotiations with Australia were reported that involved the Solomon Islands reassessing if they wanted to switch recognition to the PRC with an internal deadline of mid-September to make a change or leave the status quo.[410] In early September, they announced their intention to change recognition to the PRC.[411] On 16 September, it officially broke its ties with Taiwan, switching its recognition to the PRC.[412][117]
In June 2020 the Premier of Malaita Province, a critic of the switch in recognition, accepted rice from Taiwan as state aid. This was criticised by the national government, who called on him to respect the country's foreign policy.[413]
Tuvalu

Tuvalu recognises the ROC; Taiwan maintains the only foreign resident embassy in Tuvalu, in Funafuti.
Tuvalu supports the ROC's bid to join the United Nations, and Taiwan has provided Tuvalu with mobile medical missions.[414]
In 2006, Taiwan reacted to reports that the PRC was attempting to draw Tuvalu away from the ROC. Taiwan consequently strengthened its weakening diplomatic relations with Tuvalu.[415]
In 2019 –shortly after Kiribati and the Solomon Islands ended their relations with the Republic of China –Tuvalu reiterated their support for the ROC.[416]
Vanuatu
Vanuatu recognises the PRC. In November 2004, Prime Minister Serge Vohor briefly established diplomatic relations with Taiwan, before he was ousted for that reason in a vote of no confidence.[417][418]
South America
Argentina
The relationship between the Argentine Republic and the Republic of China (commonly known as Taiwan) is referred to as Argentina–Taiwan relations. From 1945 to 1972, the two countries had official diplomatic relations, and after the severance of diplomatic relations, they set up representative offices in each other's capitals with the functions of embassies.
Brazil


The Republic of China (Taiwan) and the Federative Republic of Brazil do not have official diplomatic relations, as Brazil acknowledges the One-China policy. However, the two nations maintain unofficial diplomatic relations via economic and cultural offices.
Chile
Chile–Taiwan relations refer to the bilateral relations between the Republic of Chile and the Republic of China (Taiwan).
Like most countries in the world, Chile adheres to a One China policy, therefore it does not maintain official diplomatic ties with Taiwan. However, that does not prevent the two nations from working closely, due to similarities between both countries. Both countries are technically democratic, have strong economic performances and are allies of the United States. Both countries are urging to extend their cooperation together.[419]
Paraguay

Paraguay recognizes Taiwan.[420] Paraguayan leader General Alfredo Stroessner was a partner of Generalissimo Chiang. Many Paraguayan officers trained in Fu Hsing Kang College in the ROC.[421]
Stroessner's 1989 ousting and his successor Andrés Rodríguez's reinventing himself as a democratically elected president, were immediately followed by invitations from Beijing to switch diplomatic recognition.[422] However, the Taiwanese ambassador, Wang Sheng, and his diplomats were able to convince the Paraguayans that continuing the relationship with the ROC, and thus keeping the ROC's development assistance and access to the ROC's markets, would be more advantageous for Paraguay.[423] Recognition of Taiwan was a matter of debate in the 2023 Paraguayan general election, with bilateral relations maintained after the results.[424]
Peru
Peru–Taiwan relations are the bilateral relations between the Republic of China (Taiwan) and the Republic of Peru. Relations were officially severed in 1971, but are unofficially maintained through the presence of representative offices in each country's capital city.
Venezuela
In 2007, the Venezuelan government refused to renew visas for five members of the ROC commercial representation in Caracas.[425]
Relations with Venezuela have worsened because of the increasing partnership between the government of Hugo Chávez and the People's Republic of China, which has led to a more overt rejection of the Taiwan's legitimacy by Venezuela. During the 2019 Venezuelan presidential crisis, Taiwan has been supportive of Juan Guaidó and the opposition-led National Assembly.
Multilateral relations
Arab world



Egypt maintained relations until 1956, when Gamal Abdel Nasser cut off relations and recognised the PRC. Ma Bufang, who was then living in Egypt, was ordered to move to Saudi Arabia, and became the ROC ambassador to Saudi Arabia. Saudi Arabia ended its diplomatic relations with the ROC in 1990. Ambassador Wang Shi-ming was a Chinese Muslim, and the ROC ambassador to Kuwait.[426] The ROC also maintained relations with Libya.
European Union
The European Union has emphasized human rights in its relations with Taiwan.[427] It is the largest source of foreign direct investment to Taiwan.[428][429] The European Union has unofficial relations[430] with Taiwan through the European Economic and Trade Office, which was opened on 10 March 2003.[431] Taipei is one of the major trading partners via the European Free Trade Association,[432] and a trading partner with the Eurozone.[433]Taiwanese passport holders with a listed identity card number do not require a Schengen visa to visit the Schengen Area; reciprocally, the ROC has also eliminated visa requirements for citizens of all EU countries.[434][435][436] EU-Taiwan relations were debated in the European Parliament.[437] Sixteen EU member states have established offices in Taipei, along with some functional offices.[438] Taipei Representative Office in the EU and Belgium is the unofficial diplomatic representation of Taiwan in the EU.[439] Chinese Taipei is an observer[440][441][442] in the OECD, which is headquartered in Paris, France. ROC's Civil Service Protection and Training Commission (CSPTC) and the Belgian Training Institute of the Federal Administration (TIFA) signed Memorandum of Understanding on 7 November 2014 for workshop attendance of public servants that highlighted leadership, innovation and conflict management, as well as global competitiveness strategies in Brussels.[443] The EU rejects granting Mainland Chinamarket economy status.[444]

Taiwan (officially the Republic of China) participates in a number of international organizations. Under pressure from the People's Republic of China (PRC, commonly known as "China"), the ROC has been excluded from, or downgraded in, many international organizations. In other cases, Taiwan may retain full participation, either as Taiwan, the Republic of China, or due to the usage of names such as "Chinese Taipei."
International agreements
ROC is a party to major international treaties, including:
- Article 33[445][446] of United Nations Charter.
- Treaty of Commerce and Navigation with United States of America.[447]
- Metre Convention (associate as "Chinese Taipei")[448]
- Economic Cooperation Framework Agreement with PRC (signed between Straits Exchange Foundation and Association for Relations Across the Taiwan Straits – for ROC and PRC respectively[449] and included the topic of direct flights,[450] and with the improving relations between mainland China and Taiwan, Taipei Economic and Cultural Office in Hong Kong[451] and Taipei Economic and Cultural Office in Macau was officially launched in Hong Kong and Macau, also Hong Kong Economic, Trade and Cultural Office[452] and Macau Economic and Cultural Office was opened in Taiwan)
Territorial disputes
The ROC claims islands in the South China Sea on the same basis as its claim to historical Chinese territory retaining the borders dated prior to the establishment of the PRC including Tibet and Outer Mongolia. Unlike its claims on the Asian mainland, however, the ROC actively pursues and defends some of its claims to these islands.[453] These include all of the Spratly Islands, the Paracel Islands, Macclesfield Bank and Scarborough Shoal. These islands are administered by a number of governments around the South China Sea. The ROC also claims the Senkaku Islands, which are administered by Japan.[454] Because ASEAN and the People's Republic of China did not invite the Republic of China to participate in the "Declaration on the Conduct of Parties in the South China Sea", the Republic of China did not recognize it.[455]
The PRC, in turn, asserts itself as the sole legitimate government of China, and claims all territories administered by the ROC.
Specialized diplomacy
Culinary diplomacy
Taiwan emphasizes its night markets[456] and the high rate of vegan eateries[457] among other aspects of its culinary culture in an effort to promote the nation through culinary diplomacy.[456] Taiwan has used its culinary programs to bolster its tourism sector and to conduct diplomacy in countries with which it has limited official ties.[458]
In 2010, Taiwan launched a £20m culinary diplomacy campaign.[459]
Freedom pineapples (Chinese:自由鳳梨; pinyin:Zìyóu fènglí) was a political and social response in 2021 to a Chinese ban on the import of pineapples from Taiwan. It encouraged domestic and international consumption to replace the loss of the mainland Chinese market, which had formerly imported 97% of all Taiwanese pineapple exports.[460]
In 2025 after China cut off imports of Japanese seafood in response to comments from Japan's PM in support of Taiwan Lai Ching-te, the Taiwanese President, publicized his consumption of Japanese seafood. This choice was seen as diplomatically significant.[461]
Medical diplomacy
Taiwan's medical diplomacy began in 1961 with a team of medical professionals sent to Libya.[462] In 2018 Taiwan set up a 2 million dollar healthcare fund for its Pacific island nation allies.[463] Taiwan officially refers to most of its medical diplomacy as public health diplomacy.[464]
Medical diplomacy has formed a key part of Taiwan's outreach to regional countries, especially in Southeast Asia. It is one of the five key components of the New Southbound Policy. Unlike medical diplomacy under previous programs under the NSP medical diplomacy is not focused on providing direct medical care or basic public health programs but on providing high-level professional skill transfers.[462]
Epidemic prevention diplomacy
Local media has referred to Taiwan's medical diplomacy related to the COVID-19 pandemic as "epidemic prevention diplomacy".[465] In March 2020 Australia and Taiwan agreed to exchange 1 million liters of Australian alcohol to be used in making hand sanitizer for 3 metric tons of Taiwanese nonwoven fabric to be used in making facial masks.[466]
Drone diplomacy
In 2025 the Ministry of Foreign Affairs launched a drone diplomacy program with the intent of supplying uncrewed vehicles to diplomatic allies, regional partners, and those facing Russian aggression especially in Europe. The effort would be facilitated in partnership with the Ministry of Economic Affairs and Taiwanese domestic industry.[467][468]
Transport and communications
Air links

The dispute over Taiwan's status affects the island's air links with the outside world, particularly Europe, North America and Australia.
For many years, Mandarin Airlines, a subsidiary of Taiwan's national airline, China Airlines (CAL), served many international destinations that CAL did not because of political sensitivities. However, in 1995 CAL dropped the national colours from its livery, and now flies to international destinations under its own name. Many countries' national airlines similarly set up special subsidiaries, known as "shadow airlines", to operate services to Taipei, with a different name, and livery omitting national symbols: British Asia Airways, a British Airways subsidiary operating to London; KLM Asia, a KLM subsidiary operating to Amsterdam; Swissair Asia, a Swissair subsidiary operating to Zürich; Air France Asie, an Air France subsidiary operating to Paris; Japan Asia Airways, a Japan Air Lines subsidiary operating to Tokyo; and Australia Asia Airlines, a Qantas subsidiary operating to Sydney. Of these subsidiaries, KLM Asia is the only one that's still flying as of 2026, as the others ceased operations when their parent companies were privatized (or went bankrupt, in Swissair's case). Other countries' flag carriers, such as Germany's Lufthansa, operated flights to Taipei using an existing subsidiary (in Lufthansa's case, Condor).
Before the completion of the second runway at New Tokyo International Airport (now Narita International Airport) in Chiba, Japan, airlines from Taiwan were required to utilize Haneda International Airport for their Tokyo routes in order not to offend the airlines from the PRC that flew to Narita. All Nippon Airways, however, used an existing subsidiary, Air Nippon. With the implementation of a new Japan-Taiwan air agreement, JAL and ANA took over flight operations between Japan and Taiwan in April 2008.[469][470]
Beginning July 2008, charter flights between mainland China and Taiwan, which were traditionally only allowed on special holidays such as Chinese New Year, were significantly expanded.
China has begun compelling foreign airlines with landing privileges in the mainland to identify Taiwanese destinations as if they were part of the mainland government, e.g. T'aipei CN instead of T'aipei TW.
Telecommunications
International dialling codes were assigned by the International Telecommunication Union (ITU), an agency of the United Nations, to its member states and their dependencies in the 1960s. Despite the Republic of China on Taiwan still being a member of the UN, and hence the ITU, other member states declared that "the only representatives of the people of China are the delegates to the ITU and its permanent organs appointed by the Central Government of the People's Republic of China".[471] This led to the People's Republic of China being assigned the country code 86.[472] Consequently, in the early 1970s, Taiwan had to be unofficially assigned a separate code, 886, although there was pressure from China to change this to 866.[473] This had to be listed as "reserved",[474] but in 2006, the code was formally allocated to "Taiwan, China".[475][476]
Codes in the +86 6 number range have since been allocated to cities in mainland China; for example, the area code for Shanwei is 0660.[477] Consequently, calls from mainland China to Taiwan require the international access code and country code 00886.[478]
