العلاقات الخارجية للمكسيك
تُدار العلاقات الخارجية للمكسيك (الولايات المتحدة المكسيكية) من قبل رئيس الولايات المتحدة المكسيكية [ 1 ] وتُدار من خلال وزارة الخارجية . [ 2 ] وتُعترف مبادئ السياسة الخارجية دستورياً في المادة 89، القسم 10، وتشمل: احترام القانون الدولي والمساواة القانونية بين الدول ، وسيادتها واستقلالها ، وعدم التدخل في الشؤون الداخلية للدول الأخرى، والحل السلمي للنزاعات ، وتعزيز الأمن الجماعي من خلال المشاركة الفعالة في المنظمات الدولية . [ 1 ] ومنذ ثلاثينيات القرن العشرين، شكل مبدأ إسترادا مكملاً أساسياً لهذه المبادئ. [ 3 ]
بعد حرب الاستقلال ، انصبّت علاقات المكسيك بشكل أساسي على الولايات المتحدة، جارتها الشمالية وشريكها التجاري الأكبر ، [ 4 ] والفاعل الأقوى في الشؤون الإقليمية والعالمية . [ 5 ] وبمجرد إعادة ترسيخ النظام العالمي، بُنيت سياستها الخارجية على أساس مكانتها الإقليمية في العقود اللاحقة. وتأكيدًا على استقلالها عن الولايات المتحدة، دعمت المكسيك الحكومة الكوبية منذ تأسيسها في أوائل الستينيات، [ 6 ] والثورة الساندينية في نيكاراغوا خلال أواخر السبعينيات، [ 7 ] والجماعات الثورية اليسارية في السلفادور خلال الثمانينيات. [ 8 ] وفي العقد الأول من الألفية الثانية، تبنى الرئيس السابق فيسنتي فوكس سياسة خارجية جديدة دعت إلى الانفتاح، وتقبّل النقد من المجتمع الدولي ، وزيادة مشاركة المكسيك في الشؤون الخارجية ، فضلًا عن مزيد من التكامل مع جيرانها الشماليين. [ 9 ] وأُعطيت أمريكا اللاتينية ومنطقة البحر الكاريبي أولوية أكبر خلال فترة رئاسة فيليبي كالديرون . [ 10 ]
تُعدّ المكسيك من الأعضاء المؤسسين للعديد من المنظمات الدولية ، أبرزها الأمم المتحدة، [ 11 ] ومنظمة الدول الأمريكية ، [ 12 ] ومنظمة الدول الإيبيرية الأمريكية ، [ 13 ] ومنظمة الدول الأمريكية اللاتينية (OPANAL) ، [ 14 ] ومجموعة ريو . [ 15 ] ولطالما كانت المكسيك من أكبر المساهمين في الميزانية العادية للأمم المتحدة، حيث قدّمت للمنظمة أكثر من 40 مليون دولار في عام 2008. [ 16 ] إضافةً إلى ذلك، كانت المكسيك العضو اللاتيني الأمريكي الوحيد في منظمة التعاون الاقتصادي والتنمية منذ انضمامها عام 1994 وحتى انضمام تشيلي عام 2010. وتُصنّف المكسيك كدولة حديثة التصنيع ، [ 17 ] [ 18 ] وقوة إقليمية ، [ 19 ] [ 20 ] وسوق ناشئة ، [ 21 ] ومن هنا حضورها في مجموعات اقتصادية رئيسية مثل مجموعة الثماني زائد خمس دول ومجموعة العشرين .
السياسة الخارجية

تنص المادة 89، القسم 10 من الدستور السياسي للولايات المتحدة المكسيكية على مبادئ السياسة الخارجية المكسيكية، [ 1 ] والتي تم إدراجها رسميًا في عام 1988. [ 22 ] ويقع توجيه السياسة الخارجية على عاتق الرئيس ، بصفته رئيس الدولة ، [ 1 ] ويتم تنفيذها من خلال وزير الخارجية . [ 2 ] وتنص المادة على ما يلي:
تتمثل صلاحيات وواجبات الرئيس فيما يلي:
- عاشراً: توجيه السياسة الخارجية وإبرام المعاهدات الدولية ، فضلاً عن إنهاء أو إلغاء أو تعليق أو تعديل أو تصحيح أو سحب التحفظات، وصياغة بيانات تفسيرية بشأنها، وعرضها على مجلس الشيوخ للتصديق عليها . وفي سياق تنفيذ هذه السياسة، يلتزم رئيس السلطة التنفيذية بالمبادئ الأساسية التالية: حق الشعوب في تقرير مصيرها ، وعدم التدخل ، والتسوية السلمية للنزاعات ، وحظر التهديد أو استخدام القوة في العلاقات الدولية ، والمساواة القانونية بين الدول ، والتعاون الدولي من أجل التنمية، والسعي لتحقيق السلام والأمن الدوليين .

إلى جانب هذه المبادئ المعترف بها دستورياً، استندت السياسة الخارجية إلى بعض المبادئ . يُعدّ مبدأ إسترادا ، الذي أُعلن في أوائل ثلاثينيات القرن العشرين وطُبّق بصرامة حتى عام 2000، الأداة الأكثر تأثيراً وتمثيلاً في هذا المجال، [ 3 ] حيث نصّ على أنه لا يجوز للحكومات الأجنبية أن تُصدر أحكاماً، إيجابية أو سلبية، على حكومات الدول الأخرى أو التغييرات في حكوماتها، لأن مثل هذا الإجراء يُعدّ انتهاكاً لسيادتها . [ 23 ] وقيل إن هذه السياسة تستند إلى مبادئ عدم التدخل ، والحل السلمي للنزاعات ، وحق جميع الدول في تقرير مصيرها . [ 3 ]
خلال فترة الرئاسة الأولى لحزب العمل الوطني ، عيّن فيسنتي فوكس خورخي كاستانيدا وزيرًا للخارجية . انفصل كاستانيدا فورًا عن مبدأ إسترادا، مُروّجًا لما أطلق عليه النقاد " مبدأ كاستانيدا ". [ 24 ] دعت السياسة الخارجية الجديدة إلى الانفتاح، وتقبّل النقد من المجتمع الدولي ، وزيادة مشاركة المكسيك في الشؤون الخارجية . [ 25 ]
في 28 نوفمبر/تشرين الثاني 2006، أعلن الرئيس السابق فيليبي كالديرون أن باتريشيا إسبينوزا ستتولى منصب وزيرة الخارجية اعتبارًا من 1 ديسمبر/كانون الأول 2006. وأعلن عن أولويات تشمل تنويع أجندة العلاقات المكسيكية الأمريكية ، مع التركيز بشكل كبير على قضايا الهجرة والأمن ، وإعادة بناء العلاقات الدبلوماسية مع كوبا وفنزويلا ، التي شهدت توترًا شديدًا خلال إدارة فوكس ، [ 26 ] بالإضافة إلى إعطاء أولوية أكبر لدول أمريكا اللاتينية ومنطقة البحر الكاريبي . [ 10 ]
العلاقات الدبلوماسية

بدأ السلك الدبلوماسي المكسيكي رسمياً عام 1822، [ 27 ] أي في العام التالي لتوقيع معاهدة قرطبة ، التي مثّلت بداية استقلال البلاد . [ 28 ] وفي عام 1831، صدر تشريعٌ دعم إنشاء تمثيلات دبلوماسية مع دول أخرى في أوروبا والأمريكتين. [ 27 ]
باعتبارها قوة إقليمية [ 19 ] [ 20 ] وسوقًا ناشئة ، [ 21 ] تتمتع المكسيك بحضور عالمي كبير. اعتبارًا من عام 2009، كان لدى وزير الخارجية أكثر من 150 تمثيلًا دبلوماسيًا في الخارج، تشمل: [ 29 ]
- 79 سفارة.
- 68 قنصلية.
- 8 بعثات دائمة.
في أوائل سبعينيات القرن العشرين، اعترفت المكسيك بجمهورية الصين الشعبية كحكومة شرعية ووحيدة للصين، [ 30 ] ولذلك تُدار القضايا المتعلقة بجمهورية الصين (تايوان) من خلال مكتب الاتصال القنصلي التابع للقنصلية العامة المكسيكية في منطقتي هونغ كونغ وماكاو الإداريتين الخاصتين . [ 31 ] إضافةً إلى ذلك، لا تعترف المكسيك بكوسوفو كدولة مستقلة. [ 32 ]
لطالما التزمت المكسيك الحياد في النزاعات الدولية . [ 33 ] إلا أنه في السنوات الأخيرة، اقترحت بعض الأحزاب السياسية تعديلاً للدستور يسمح للجيش المكسيكي أو قواته الجوية أو البحرية بالتعاون مع الأمم المتحدة في بعثات حفظ السلام ، أو بتقديم المساعدة العسكرية للدول التي تطلبها رسمياً. [ 34 ]

الأمريكتين


منذ دخول اتفاقية التجارة الحرة لأمريكا الشمالية (نافتا) حيز التنفيذ في 1 يناير 1994، تعززت العلاقات بين كندا والمكسيك والولايات المتحدة بشكل ملحوظ على الصعيد السياسي والاقتصادي والاجتماعي والثقافي. [ 230 ] وخلال إدارة فوكس ، كان تعزيز التكامل مع جيران المكسيك الشماليين أولوية قصوى. [ 9 ] وقد غيّرت هجمات 11 سبتمبر أولويات السياسة الخارجية الأمريكية نحو تعزيز الأمن الإقليمي. [ 231 ] ونتيجة لذلك، عُقدت عدة قمم ثلاثية بشأن هذه القضية في إطار شراكة الأمن والازدهار لأمريكا الشمالية (SPP)، وهي حوار إقليمي يهدف إلى تعزيز التعاون في القضايا الأمنية والاقتصادية، [ 232 ] وقد تأسست في واكو، تكساس، في 23 مارس 2005، من قبل بول مارتن ، رئيس وزراء كندا آنذاك ، وفيسنتي فوكس ، رئيس المكسيك آنذاك ، وجورج دبليو بوش ، رئيس الولايات المتحدة آنذاك. [ 232 ]
ومن القضايا الأخرى المثيرة للقلق تلك المتعلقة بحفظ البيئة وحمايتها، إذ تتضمن اتفاقية أمريكا الشمالية للتعاون البيئي (NAAEC) إعلانًا للمبادئ والأهداف المتعلقة بهذه القضايا، فضلًا عن تدابير ملموسة لتعزيز التعاون الثلاثي في هذا الشأن. [ 233 ] إضافةً إلى ذلك، تدعو فرقة العمل المستقلة المعنية بأمريكا الشمالية إلى مزيد من التكامل الاقتصادي والاجتماعي بين كندا والمكسيك والولايات المتحدة كمنطقة واحدة . [ 234 ] وهي مجموعة تضم نخبة من قادة الأعمال والسياسة والأوساط الأكاديمية من الدول الثلاث، وقد نظمتها ورعتها كل من مجلس العلاقات الخارجية (الولايات المتحدة)، ومجلس الرؤساء التنفيذيين الكندي، ومجلس العلاقات الخارجية المكسيكي . [ 235 ]
تتمتع المكسيك بصفة مراقب في العديد من المنظمات الإقليمية، مثل اتحاد دول أمريكا الجنوبية (أوناسور)، والسوق المشتركة الجنوبية (ميركوسور)، ومجموعة دول الأنديز (كان). وقد أعرب الرئيس الأرجنتيني السابق نيستور كيرشنر ، خلال زيارة دولة إلى مكسيكو سيتي، عن رغبته في أن تصبح المكسيك عضواً كاملاً في ميركوسور، [ 236 ] كما يشارك قادة آخرون في أمريكا اللاتينية، مثل لويس إيناسيو لولا دا سيلفا [ 237 ] وتاباري فاسكيز، هذه الرؤية، ووجهوا الدعوة، حيث أكد الأخير على الدور المحوري للمكسيك في تكامل أمريكا اللاتينية ومنطقة البحر الكاريبي، وذكر ما يلي: [ 238 ]

[ 241 ] وفي 20 مايو/أيار 1914، اجتمع دبلوماسيون معتمدون من الأرجنتين والبرازيل وتشيلي ، المعروفة بدول ABC ، في شلالات نياجرا بكندا، لمنع نشوب حرب بين المكسيك والولايات المتحدة، والتي كانت محتملة بسبب الإجراءات التي اتخذها الرئيس الأمريكي آنذاك، وودرو ويلسون، بشأن قضية تامبيكو . [ 242 ] بلغت العلاقات أدنى مستوياتها خلال حكم الحكومة العسكرية في الأرجنتين ، بسبب لجوء هيكتور كامبورا وأبال ميدينا إلى المكسيك . [ 241 ] وقُبيل نهاية إدارة لوبيز بورتيو في أبريل 1982، تحدّت الأرجنتين الحكومة البريطانية بغزوها جزر فوكلاند . اعترفت المكسيك بحقوق الأرجنتين في الجزر، لكنها أدانت استخدام القوة لحل النزاع، وأيدت قرارًا لمجلس الأمن الدولي يدعو إلى وقف الأعمال العدائية. [ 243 ] في عام ٢٠٠٥، وخلال القمة الرابعة للأمريكتين في مار دي بلاتا ، الأرجنتين، بدأت التوترات بين البلدين عندما ألغى الرئيس السابق فيسنتي فوكس اللقاء الثنائي الذي كان مقرراً مسبقاً مع الرئيس آنذاك نيستور كيرشنر . [ ٢٤٤ ] في القمة، روّج فوكس بنشاط لمنطقة التجارة الحرة للأمريكتين (FTAA) واقترح استبعاد الدول التي لا توافق عليها؛ بينما جادلت الأرجنتين والبرازيل وفنزويلا بأن القمة لم تكن مخصصة لمناقشة منطقة التجارة الحرة للأمريكتين ورفضت الاقتراح. [ ٢٤٤ ] في نهاية الحفل، صرّح فوكس بأن "أهم دول الأمريكتين (كندا والمكسيك والولايات المتحدة) أيدت منطقة التجارة الحرة للأمريكتين، بينما عارضتها الدول الأقل أهمية ( كوبا وفنزويلا وأعضاء السوق المشتركة لأمريكا الجنوبية - ميركوسور )". [ 244 ] لاحقًا، انتقد اهتمام كيرشنر بـ"إرضاء الرأي العام الأرجنتيني "، [ 245 ] الذي ردّ قائلاً: "ينبغي على فوكس أن يهتم فقط بالشؤون التي تخص المكسيك [...] والدبلوماسية الجيدة لا تعني الخضوع للدول القوية". [ 245 ] أصدرت وزارتا الخارجية المعنيتان بيانًا مشتركًا تعتذران فيه عن الحادثة، وتؤكدان على "أهمية العلاقات الطيبة لكلا البلدين". [ 245 ] في عام 2007، عندما قام كيرشنر بزيارة دولة ، وقّع مع الرئيس فيليبي كالديرون "اتفاقية شراكة استراتيجية" لتعزيز العلاقات الثنائية. [ 246 ] في السنوات الأخيرة، شكّل الشريكان، إلى جانب كولومبيا وإيطاليا وباكستان وكوريا الجنوبية وتركيا وست دول أخرى، حركةً تُعرف باسم " التوحد من أجل التوافق" ، أو "نادي القهوة"، معارضين التوسع المحتمل لمجلس الأمن التابع للأمم المتحدة . [ 261 ] خلال التدخل الفرنسي في المكسيك ، وما تلاه من قيام الإمبراطورية المكسيكية الثانية ، رفضت جميع دول أمريكا اللاتينية، باستثناء غواتيمالا والإمبراطورية البرازيلية ، الاعتراف بحكومة ماكسيميليان الأول ملك المكسيك . [ 262 ] في عام 1914، وقع حادث في ميناء تامبيكو [ 263 ] كان كافيًا لدفع الولايات المتحدة إلى إرسال قوات لاحتلال ميناء فيراكروز ، وهو ما تزامن مع تقديم ألمانيا مساعدات عسكرية للجنرال فيكتوريانو هويرتا . [ 260 ] وتسعى حكومتا البرازيل والمكسيك إلى الحفاظ على حوار مفتوح من خلال عدة زيارات لتقوية العلاقات الثنائية وإتاحة تبادل واسع النطاق في مجالات مثل منع انتشار الأسلحة النووية ، وحقوق الإنسان، والبيئة، والطاقة. [ 265 ] وفي أغسطس/آب 2007، خلال زيارة دولة قام بها الرئيس "لولا" دا سيلفا ، اتفق الزعيمان على تنسيق سياساتهما الخارجية تجاه أمريكا اللاتينية بهدف تعزيز التكامل الإقليمي. [ 278 ] ومنذ ذلك الحين، ازداد حجم التبادل التجاري الثنائي بشكل ملحوظ، متجاوزًا 3.3 مليار دولار أمريكي بحلول عام 2006. إضافةً إلى ذلك، أصبحت المكسيك المستثمر الرئيسي في تشيلي من أمريكا اللاتينية، حيث بلغ حجم استثماراتها ما يقارب 870 مليون دولار أمريكي. [ ٣٢٥ ] في ١٢ ديسمبر ١٨٢٢، قدّم وزير الخارجية الأمريكي آنذاك ، جون كوينسي آدامز، خوسيه مانويل زوزويا، أول ممثل مكسيكي، إلى الرئيس الأمريكي آنذاك، جيمس مونرو، في البيت الأبيض . ومن خلال هذا الحدث، اعترفت الولايات المتحدة فعليًا باستقلال المكسيك والإمبراطورية المكسيكية الوليدة بقيادة أغوستين دي إيتوربيدي . مع ذلك، لم تُقم واشنطن علاقات دبلوماسية رسمية مع المكسيك حتى عام ١٨٢٥، حيث عيّنت جويل بوينسيت ممثلًا لها، وكانت مهمته شراء الأراضي وتوفير المرافق التجارية. [ 327 ] بدأت الحرب عام 1846 واستمرت عامين، وتم تسويتها عبر معاهدة غوادالوبي هيدالغو التي أدت إلى تنازل المكسيك عن المزيد من أراضيها للولايات المتحدة، بما في ذلك كاليفورنيا. [ 328 ] كما نقلت المكسيك بعض أراضيها (جنوب أريزونا ونيو مكسيكو ) إلى الولايات المتحدة عبر صفقة غادسدن عام 1854. [ 329 ] في حرب الإصلاح ، التي استمرت من عام 1858 إلى عام 1861، حظي الليبراليون بقيادة بينيتو خواريز باعتراف الولايات المتحدة كحكومة شرعية في المكسيك. [ 330 ] في المقابل، جلب المحافظون، بقيادة كومونفورت وزولواغا وميرامون ، الإمبراطور الأوروبي ماكسيميليان الأول لحكم البلاد، مما أدى إلى التدخل الفرنسي عام 1862، [ 331 ] في انتهاك لمبدأ مونرو ، ولم يكن بوسع الولايات المتحدة فعل شيء، لانشغالها بحربها الأهلية . [ 332 ] بعد انتهاء الحرب الأهلية، أعلن وزير الخارجية آنذاك، ويليام سيوارد، أن الغزو الفرنسي للمكسيك يضر بالصداقة بين فرنسا والولايات المتحدة، وقدمت واشنطن مساعدات مالية لبينيتو خواريز ، الذي نجح في طرد الفرنسيين عام 1867. [ 332 ] استمرت الثورة المكسيكية عام 1910 سبع سنوات، وأنهت حكم الرئيس الديكتاتور بورفيريو دياز . اندلعت الحرب عندما أُعلن فوز دياز، المدعوم من الولايات المتحدة، في انتخابات عام 1910، على الرغم من الدعم الشعبي الواسع الذي حظي به منافسه فرانسيسكو ماديرو . [ 333 ] بعد الحرب، انقسمت الفصائل المختلفة التي شكلت القوى الثورية بعد أن فقدت هدفها الموحد المتمثل في الإطاحة بدياز، مما أدى إلى حرب أهلية. [ 334 ] تدخلت الولايات المتحدة في الصراع، بما في ذلك مشاركة سفيرها، هنري لين ويلسون ، في التخطيط لانقلاب عام 1913 الذي أطاح بماديرو. [ 335 ] أثار دستور المكسيك لعام 1917 العديد من المشاكل مع شركات النفط البريطانية والأمريكية متعددة الجنسيات، ويعود ذلك أساسًا إلى المادة 27 التي تنص على أن "الثروات الموجودة في أرض المكسيك وباطنها ومياهها وبحارها ملكٌ للأمة؛ ولذلك، فإن حق ملكية الأرض واستغلال باطنها لا يُمنح إلا من قِبل الأمة". [ 336 ] وبسبب الضغوط الخارجية، تجاهلت الحكومة تطبيق هذه المادة باستمرار حتى 18 مارس 1938، عندما أمّم الرئيس آنذاك لازارو كارديناس قطاع النفط. [ 337 ] حلت شركة بيمكس محل 17 شركة أنجلو-أمريكية، إلا أن البلاد واجهت ردود فعل عنيفة من شركات النفط متعددة الجنسيات، فضلًا عن مقاطعة دولية لم تُرفع إلا بعد عشر سنوات. [ 338 ] خلال الحرب الباردة ، وفي إطار إظهار استقلالها عن الولايات المتحدة، دعمت المكسيك الحكومة الكوبية خلال الستينيات، [ 6 ] والثورة الساندينية في نيكاراغوا خلال أواخر السبعينيات، [ 7 ] والجماعات الثورية اليسارية في السلفادور خلال الثمانينيات. [ 8 ] دخلت اتفاقية التجارة الحرة لأمريكا الشمالية (نافتا) حيز التنفيذ في 1 يناير 1994، مما أدى إلى إلغاء الرسوم الجمركية وغيرها من الحواجز التجارية بين المكسيك والولايات المتحدة، وتُعدّ منصة متعددة الأطراف للتعاون بين البلدين. [ 339 ] وقد ساهمت الاتفاقية في زيادة حجم التجارة والتعاون في كلا البلدين. [ 340 ] إلا أن اتفاقية التجارة الحرة لاقت معارضة متزايدة من المزارعين المكسيكيين والأمريكيين ، حيث ترى العديد من الجماعات واليسار السياسي أنها تضر بمصالح المزارعين التقليديين والصغار والمحليين في كلا البلدين. [ 341 ] وقد نظرت المؤسسات الثلاثية في مزاعم انتهاكات قوانين العمل والبيئة . [ 342 ] زعمت إدارة بوش أن نافتا كان لها آثار إيجابية محدودة على الدول الأعضاء الثلاث، لكن المزارعين المكسيكيين انتقدوا بشدة آثار الاتفاقية، إذ طغت الشركات الكبرى المستفيدة منها على مصالحهم. [ 343 ] وتتعلق أبرز النزاعات التجارية الثنائية بالنقل بالشاحنات، والتونة، والمحليات ، وتدابير مكافحة الإغراق . [ 344 ] تُعدّ الولايات المتحدة حاليًا الوجهة الأولى للصادرات المكسيكية، كما أنها تُصدّر إلى المكسيك سلعًا أكثر من أي دولة أخرى في العالم. هيمنت قضايا الهجرة [ 342 ] وأمن الحدود [ 345 ] والتجارة [ 344 ] على العلاقات الثنائية في السنوات الأخيرة. في سبتمبر/أيلول 2006، أقرّ الكونغرس قانون السياج الآمن لعام 2006 (PL 109–367 ) الذي يُجيز بناء سياج حدودي وحواجز أخرى على امتداد 700 ميل من الحدود المكسيكية الأمريكية . [ 346 ] وفي مارس/آذار 2009، زارت وزيرة الخارجية هيلاري كلينتون المكسيك رسميًا لمناقشة قضايا تهمّ البلدين، وتحديدًا تلك المتعلقة بتهريب المخدرات والدعم المالي الأمريكي في حرب المخدرات المكسيكية . | 14 أبريل 1953 | انظر العلاقات المكسيكية الفلبينية تتشارك المكسيك والفلبين العديد من التقاليد والعادات المتأصلة في روابط تاريخية تعود لأكثر من 460 عامًا . يعود تاريخهما المشترك إلى زمن كانت فيه كلتا الدولتين جزءًا من إسبانيا الجديدة . موّلت الأموال المكسيكية رحلة ليجازبي الاستكشافية ، بقيادة الملك فيليب الثاني ملك إسبانيا . خلال فترة الحكم المكسيكي للفلبين، وُلد جميع الحكام العامين، باستثناء الجنرال ليجازبي ، في المكسيك. نتيجةً للتبادل الثقافي الواسع مع الفلبين آنذاك، تبنّى البلدان العديد من السمات الثقافية، حيث استقر المكسيكيون في الفلبين، بينما استقر الفلبينيون في المكسيك، لا سيما على الساحل الغربي الأوسط، بالقرب من مدينة أكابولكو الساحلية . انتشرت العديد من كلمات لغة ناواتل في الفلبين، مثل "تيانغوي" (سوق شعبي) و "زابوت" (فاكهة). بعد انتهاء الحقبة الاستعمارية، أُقيمت أولى الاتصالات الرسمية بين المكسيك والفلبين عام 1842، بافتتاح مكتب تمثيلي مكسيكي في مانيلا. مع تعيين الدبلوماسي المكسيكي إيفاريستو بتلر هيرنانديز في الفلبين عام ١٨٧٨، دشّن استقلال الفلبين عهدًا جديدًا من العلاقات بين البلدين. أرسلت المكسيك مبعوثًا للمشاركة في احتفالات ميلاد هذه الدولة الواقعة في جنوب شرق آسيا . وتمّ إضفاء الطابع الرسمي على العلاقات الدبلوماسية بين البلدين في ١٤ أبريل ١٩٥٣. وأُعلن عام ١٩٦٤ "عام الصداقة الفلبينية المكسيكية" احتفالًا بالذكرى المئوية الرابعة لرحلة ميغيل لوبيز دي ليغازبي. وفي العصر الحديث، يُنظر إلى غزو الفلبين على أنه مبادرة إسبانية، بينما تُعتبر المكسيك دولة ذات روابط تاريخية وصداقة، وتسعى جهات عديدة إلى تعزيز الروابط بين البلدين. أوروبا
كانت المكسيك أول دولة في أمريكا اللاتينية توقع اتفاقية شراكة مع الاتحاد الأوروبي عام 1997، حين كان الاتحاد يضم 15 دولة عضواً . [ 278 ] دخلت الاتفاقية حيز التنفيذ في يوليو/تموز 2000، وعززت بشكل كبير العلاقات الثنائية بين البلدين. وهي تنظم جميع العلاقات بينهما، بما في ذلك الحوار السياسي المنتظم رفيع المستوى، والقيم المشتركة كالديمقراطية وحقوق الإنسان.

[ 489 ] وانصبت أولى الاتصالات الرسمية على التجارة، ففي عام 1827، نصّ اتفاق وُقّع في باريس على تمتع البلدين ومواطنيهما بوضع مميز متبادل، شمل الشكاوى والمطالب المتعلقة بالأضرار التي لحقت بالمكسيك خلال الحرب من مواطنين فرنسيين مقيمين فيها، إلا أن الكونغرس المكسيكي رفض التصديق عليه. [ 489 ] وأرسل وزير الخارجية الفرنسي آنذاك ، لويس ماثيو موليه، إنذارًا نهائيًا يحث فيه الحكومة المكسيكية على سداد ديونها، نظرًا لعدم الاستقرار الاقتصادي ، إلا أن المكسيك رفضت ذلك. [ 490 ] وفي عام 1838، ادعى طاهي معجنات فرنسي، السيد ريمونتيل، أن متجره في حي تاكوبايا بمدينة مكسيكو قد دُمّر على يد ضباط مكسيكيين نهبوه عام 1828، فتوجه إلى الملك الفرنسي لويس فيليب . واستجابةً لنداء مواطنها، طالبت فرنسا بتعويضات قدرها 600 ألف بيزو مكسيكي . [ 491 ] عندما لم يسدد الرئيس آنذاك أناستاسيو بوستامانتي المبلغ المطلوب ، أرسل لويس فيليب أسطولًا لفرض حصار على جميع الموانئ المكسيكية من شبه جزيرة يوكاتان إلى ريو غراندي ، والاستيلاء على ميناء فيراكروز ، مما أدى إلى نزاع مسلح عُرف باسم حرب المعجنات . [ 491 ] عرض الدبلوماسي البريطاني ريتشارد باكنهام وساطته، وبعد عدة مفاوضات، أُجبرت المكسيك في النهاية على دفع المبلغ المطلوب مبدئيًا وقدره 600,000 بيزو مكسيكي، بالإضافة إلى تعويضات باهظة. [ 327 ] في عام ١٨٦١، انتصر الليبراليون في حرب الإصلاح ، إلا أن ذلك أدى إلى استنزاف الخزينة. وتوقفت التجارة ، وطالب الدائنون الأجانب بسداد كامل ديون المكسيك، فأعلن خواريز وقفًا مؤقتًا لجميع سداد الديون الخارجية. [ ٣٣١ ] قررت فرنسا وبريطانيا وإسبانيا شن احتلال مشترك لساحل خليج المكسيك لإجبار المكسيك على السداد. [ ٣٣١ ] سرعان ما أدرك الإسبان والبريطانيون أن خواريز كان ينوي سداد الديون متى استطاع، فانسحبوا. كما أدركوا أن للفرنسيين نوايا أخرى، تجلى ذلك في وصول التعزيزات، وأنهم لا يرغبون في مساعدة فرنسا على تحقيق طموحاتها، مما أدى إلى تدخل عسكري ، بتشجيع من المحافظين المهزومين. [ 331 ] عندما دخل الفرنسيون مدينة مكسيكو في منتصف عام 1863، سارع المحافظون إلى دعوة الأرشيدوق فرديناند ماكسيميليان النمساوي لقبول التاج المكسيكي، فوافق معتقدًا أن هذا الإجراء يلبي رغبة أغلبية المكسيكيين. [ 332 ] انقلبت القوى المحافظة على ولائها وبدأت بدعم الليبراليين المكسيكيين. استأنفت القوات المتحدة حملتها في 19 فبراير 1867، وفي 15 مايو، استسلم ماكسيميليان . حُوكِمَ، وبأمر من خواريز، أُعدم في 19 يونيو. [ 332 ] بعد عملية مطولة، أُعيدَت العلاقات الدبلوماسية في عام 1880، متجاوزةً بذلك المطالبات المتعلقة بالحرب. [ 495 ] كان لدى الدولتين نزاع دولي حول جزيرة كليبرتون ، التي كانت تحت الاحتلال المكسيكي، لكن وزارة الخارجية الفرنسية طالبت بها. [ 496 ] في عام 1931، اتفقت الدولتان على الخضوع لتحكيم الملك فيكتور إيمانويل الثالث ملك إيطاليا ، الذي أعلنها أرضًا فرنسية. عندما انهارت الجمهورية الرابعة عام ١٩٥٨، كانت المكسيك أول دولة تعترف بالجمهورية الخامسة التي أسسها الجنرال شارل ديغول . [ ٤٩٨ ] وفي مارس ٢٠٠٩ ، قام الرئيس نيكولا ساركوزي بزيارة دولة، إلا أن الجدل الدائر حول قضية فلورنس كاسيز ، وهي فرنسية أدينت بالاختطاف في المكسيك وحُكم عليها بالسجن ٦٠ عامًا، طغى على جدول الأعمال الثنائي. [ ٤٩٩ ] وبدعم من "اتفاقية نقل المحكوم عليهم"، أقنع ساركوزي الحكومة المكسيكية بالسماح لكاسيس بقضاء مدة عقوبتها في فرنسا، إلا أن الرأي العام في المكسيك عارض ذلك بشدة خشية أن تُطلق سراحها من السجن فور عودتها إلى المكسيك. [ ٥٠٠ ] وشُكّلت لجنة ثنائية للنظر في القضية. [ 500 ] وفي الوقت نفسه، أشاد ساركوزي، خلال كلمته في القصر الوطني بمدينة مكسيكو، بكالديرون لشجاعته وحزمه في محاربة عصابات المخدرات في المكسيك [ 499 ] ، وحثّ الكونغرس على تعديل الدستور للسماح للجيش المكسيكي بالتعاون مع الأمم المتحدة في بعثات حفظ السلام . [ 501 ] وبدعم من رئيس الوزراء البريطاني غوردون براون ، أعرب ساركوزي سابقًا عن اعتقاده بأن مجموعة الثماني ستستفيد من توسيع دائم يشمل الدول الخمس الأعضاء في المجموعة . [ 502 ]

| 1823 | انظر العلاقات الألمانية المكسيكية بشّرت تقارير ألكسندر فون هومبولت عن رحلته إلى إسبانيا الجديدة آنذاك في أوائل القرن التاسع عشر ببداية اهتمام ألمانيا بالمكسيك. [ 506 ] وسرعان ما أُقيمت روابط تجارية من خلال توقيع "معاهدة التجارة والملاحة" بين المكسيك وهامبورغ عام 1823. ونظرًا لتزايد الاستثمارات، أرسلت بروسيا بعد ست سنوات كارل كوب كأول قنصل عام لها وأول ممثل لها في الدولة الوليدة. وخلال فترة حكم الديكتاتور بورفيريو دياز ، تعززت العلاقات التجارية بشكل ملحوظ. Mexico was the first country in the Americas to establish relations with the then Union of Soviet Socialist Republics. Soviet politician and leader Leon Trotsky moved to Mexico from Norway during his exile. Mexican President Lázaro Cárdenas welcomed him warmly, arranging a special train to bring him to Mexico City from the port of Tampico. In Mexico, Trotsky at one point lived at the home of the painter Diego Rivera, and at another at that of Rivera's wife & fellow painter, Frida Kahlo with whom he had an affair.[555] Due to its good relations with Russia, Mexico has often purchased military equipment from Russia. The Mexican Navy has received BTR-60's Ural-4320, Mi-17/8's, and anti-aircraft missiles SA-18 Grouse. Much of this equipment remains in service.

| December 26, 1836 | See Mexico–Spain relations After the Spanish conquest of the Aztec Empire was successfully archived in 1521, Mexico became part of the Spanish Empire as the Viceroyalty of New Spain, which lasted until 1821 when the Kingdom of Spain officially recognized the independence of Mexico by signing the Treaty of Córdoba.[561]Ferdinand VII never gave his approval to the treaty signed by Juan O'Donojú, until he died in 1833, serious negotiations started to formalize the independence, the "Treaty of Peace and Friendship" was signed on December 28, 1836.[562] The first decades of Mexico's post-independence period were characterized by economic instability. On July 17, 1861, then-President Benito Juárez's suspension of interest payments to foreign countries angered Mexico's major creditors: Spain, France and Great Britain.[331]Napoleon III was the leader of this operation, and the three powers signed the Treaty of London on October 31 to unite their efforts to receive payments from Mexico. On December 8 the Spanish fleet and troops from Spanish-controlled Cuba arrived at Mexico's main Gulf port, Veracruz. Spain along Great Britain soon withdrew after the signing of the "Treaty of La Soledad", France did not agree with the terms and immediately invaded Mexico.[331] During the Spanish–American War, Mexico remained neutral to avoid conflicts with the United States and Spain, despite previously having negotiated the eventual annexation of Cuba with Washington.[563] In 1936, the Cárdenas administration declared, in the League of Nations, that "Spain was a victim of foreign aggression and had the right of moral and diplomatic support from the international community".[564] The government decided to openly support the republican forces during the Spanish Civil War.[564] Once the war finished in 1939, Mexico received nearly 30,000 asylum seekers and immediately broke off diplomatic relations with the "Spanish State" under the rule ofdictator Francisco Franco.[564] Since their re-establishment on March 28, 1977, have been strengthened within a modern, legal and institutional framework to promote politic dialogue and cooperation. In January 1990, the "General Treaty of Cooperation and Friendship" was signed to establish a Bilateral Commission.[565] In 2007, President Calderón and Spanish PresidentJosé Luis Rodríguez Zapatero paid state visits reciprocally[565] and signed a declaration to deepen the strategic association between the two countries.[566] After the European Union-Mexico Free Trade Agreement went into force in July 2000, Spain became Mexico's seventh trading partner and second amongst the European Union members.[567]

Both countries share common membership of CPTPP, the G20, the International Criminal Court, the OECD, and the World Trade Organization. Bilaterally the two countries have a Double Taxation Convention,[578] an Investment Agreement,[579] and a Trade Continuity Agreement.[580] Additionally the two countries are negotiating a Free Trade Agreement.[581] Due to rivalry with France and Spain, then-Prime Minister George Canning was interested in recognizing the independence of the newborn nations in the Americas. On June 27, 1824, Canning received Mexican plenipotentiary minister José Mariano Michelena and recognized Mexico as an independent country de facto, and formally on December 30, despite opposition from the British cabinet.[582]United Kingdom was the first country to officially recognize the independence of Mexico.[583] In subsequent decades, the United Kingdom would persuade other European countries to recognize Mexico, especially Spain, and offer mediation in different international conflicts that involved Mexico in the 19th century such as the Pastry War[327] and the Texas War of Independence.[584] By 1861, Mexico was a country deeply in debt and torn by divisions of the power of the Roman Catholic Church. Mexico's creditors demanded repayment, forcing then-President Benito Juárez to declare a two-year moratorium on foreign debt, which in turn led to a punitive expedition sent by Britain, France and Spain. Juarez successfully negotiated the "Treaty of La Soledad" with the British and Spanish, who soon withdrew.[331] After the Mexican Congress ratified a commercial agreement with the U.S. in 1883, Great Britain showed more interest in reestablish diplomatic relations with Mexico, and quickly did so a couple of years later.[585] Sovereignty over the territory of Belize was historically claimed by Mexico, but the British crown refused to discuss this issue for a long time; however, in 1897, the signing of the "Mariscal-Spencer Treaty" resolved the territorial disputes with the British crown colony.[586] In 1917, Mexico's newly promulgated Constitution provided, among other things, restrictions on foreign ownership of land and subsoil resources, notably oil.[587] This last provision, included in Article 27, was ominous for American and British investors who had obtained oil-mining concessions.[588] Due to heavy foreign pressure, subsequent governments did not strictly applicate the article, until Lázaro Cárdenas, who on March 18, 1938, fully nationalized the oil-industry. This measure led to protests by the British government questioning the nationalization and Mexico's solvency to execute it. In response, a check, in an amount worth of the demands for nationalization, was sent and diplomatic ties were broken off.[589]PEMEX replaced the 17 Anglo-American companies, however, the country faced hard retaliations from the transnational oil companies, and an international boycott that could be overcome ten years later.[588] Decades later, several state visits would be reciprocally paid, notably Queen Elizabeth II of the United Kingdom in 1975.[590] On March 31 – April 1, 2009, President Felipe Calderón officially visited the UK to discuss issues related to modernization of the national oil industry, climate change and strategic cooperation with Prime Minister Gordon Brown, as well as coordinating actions for the G-20 London Summit.[591]

Multilateral relations
United Nations
Mexico is the tenth largest contributor to the United Nations (UN) regular budgets.[16] Currently, it is a member of eighteen organizations arisen from the General Assembly, Economic and Social Council and other specialized organizations of the UN.[602]

Mexico has served as a non-permanent member of the United Nations Security Council (UNSC) three times (1946, 1982–83, 2002–03). On October 17, 2008, picking up 185 votes, it was elected to serve as a non-permanent member for the fourth time, from January 1, 2009, to December 31, 2010.[603] Since April 1, Mexico holds the rotative presidency of the UNSC.[604]
In recent years, the need of reforming the UNSC and its working methods has been widely impulsed by Mexico,[247] with the support of Canada, Italy, Pakistan and other nine countries.[248] And have formed a movement informally called the Coffee Club, created in the 1990s, which highly opposes to the reform that the Group of Four (G4) suggests.[605]
In line with the Castañeda Doctrine of new openness in Mexico's foreign policy, established in the early first decade of the 21st century,[9] some political parties have proposed an amendment of the Constitution in order to allow the Mexican army, air force or navy to collaborate with the UN in peacekeeping missions.[34]
Organization of American States

As a founding member of the Organization of American States (OAS),[12] Mexico has actively participated in the intergovernmental organization. Since the creation of the OAS, Mexico always promoted to include more principals related to international cooperation and less military aspects,[606] its position was based on the principles of non-intervention and the pacific resolution of disputes.[607] In addition, Mexico favored the membership of Canada in 1989 and Belize and Guatemala in 1991.[607]
In 1964, under U.S. pressure, the OAS required all member countries to break off diplomatic ties with Cuba. Mexico refused, condemned the Bay of Pigs invasion, and did not support the expulsion of Cuba from the OAS.[608] Years later, Mexico strongly opposed to the creation of a military alliance within the OAS framework, and condemned the U.S. invasion of Panama in 1989.[609]
Under the Fox administration, the candidacy of then-Secretary of Foreign AffairsLuis Ernesto Derbez for the Secretary General of the OAS was highly promoted. It eventually failed but brought a diplomatic crisis with Chile and harsh critics from the Mexican public opinion when Derbez had announced that he would no longer compete against José Miguel Insulza but the Mexican delegation abstained despite being previously agreed that it would vote for the Chilean candidate.[279]
Mega-Diverse Countries
The megadiverse countries are a group of countries that harbor the majority of the Earth's species and are considered extremely biodiverse and therefore are of utmost priority on the global environmental agenda. Conservation International identified 17 megadiverse countries[610] in 1998,[611][612] most are located in or have territories in the tropics.
In 2002, Mexico formed a separate organization named Like-Minded Megadiverse Countries, consisting of countries rich in biological diversity and associated traditional knowledge.[613] This organization includes a different set of involved megadiverse countries than those identified by Conservation International.

Free trade areas and agreements

Mexico was one of the original signatories of the 1960 Treaty of Montevideo, which instituted the Latin American Free Trade Association (LAFTA). One of the main goals of LAFTA was the creation of a free trade area encompassing all of Latin America. The proposed free trade area ultimately failed to come together.[614] Beginning in 1980, LAFTA was reorganized into the Latin American Integration Association (ALADI), with the long-term goal of creating a Latin American single market.[615]
Mexico participated in the discussions for the creation of the Free Trade Area of the Americas (FTAA), an economic integration initiative proposed by the United States and aiming to include all sovereign states in the Americas (except for Cuba). Negotiations for FTAA stalled after the 4th Summit of the Americas in 2005.[616][617]
A more successful regional initiative is the Pacific Alliance, an economic integration mechanism signed by Chile, Colombia, Mexico, and Peru in 2012. The Pacific Alliance initiative aims to consolidate a free trade area between the member states.[618]
In addition to the above, Mexico has concluded free trade agreements (FTAs) encompassing approximately 55 countries from the Americas, Europe, Asia, and Oceania.[619] Ordered by whether the agreement was entered into as a single nation or as part of a trade bloc, and also by date, the agreements Mexico has entered into include:[278]

The CPTPP entered into force for Mexico in December 2018. 7: The United States-Mexico-Canada Agreement replaced the North American Free Trade Agreement from 1994 upon the former's entry into force on July 1, 2020.[623] 8: The United Kingdom (UK) left the European Union on January 31, 2020. Under the terms of the Brexit withdrawal agreement, trade relations between Mexico and the UK continued to be bound by the terms of the Mexico-EU trade agreement for the duration of the UK's withdrawal transition period. On December 15, 2020, in preparation for the UK's final EU withdrawal on December 31, the UK and Mexico signed a temporary Trade Continuity Agreement in order to maintain free trade between the two countries.[629][630] Negotiations between Mexico and the UK for a new free trade agreement to replace the existing continuity agreement began in July 2022.[631] These negotiations were described as 'discontinued' in a research paper commissioned by the UK Parliament and published in December 2025.[632]

Illicit drugs
Mexico remains a transit and not a cocaine production country.[645]Methamphetamine and cannabis production do take place in Mexico and are responsible for an estimated 80% of the methamphetamine on the streets in the United States,[646] while 1,100 metric tons of marijuana are smuggled each year from Mexico.[647]
In 1990 just over half the cocaine imported into the U.S. came through Mexico, by 2007 that had risen to more than 90 percent, according to U.S. State Department estimates.[648] Although violence between drug cartels has been occurring long before the war began, the government used its police forces in the 1990s and early first decade of the 21st century with little effect. That changed on December 11, 2006, when newly elected PresidentFelipe Calderón sent 6,500 federal troops to the state of Michoacán to put an end to drug violence there. This action is regarded as the first major retaliation made against cartel operations, and is generally viewed as the starting point of the war between the government and the drug cartels.[649] As time progressed, Calderón continued to escalate his anti-drug campaign, in which there are now well over 25,000 troops involved.[650] It is estimated that during 2006, there were about 2,000 drug-related violent deaths,[651] about 2,300 deaths during 2007,[652] and more than 6,200 people by the end of 2008.[653] Many of the dead were gang members killed by rivals or by the government, some have been bystanders.
Drug trafficking is acknowledged as an issue with shared responsibilities that requires coordinated measures by the U.S. and Mexico. In March 2009, United States Secretary of StateHillary Clinton, when officially visitedMexico City, stated that:[654]
Our insatiable demand for illegal drugs fuels the drug trade. Our inability to prevent weapons from being illegally smuggled across the border to arm these criminals causes the deaths of police officers, soldiers and civilians.
Illegal migration
Almost a third of all immigrants in the U.S. were born in Mexico, being the source of the greatest number of both authorized (20%) and unauthorized (56%) migrants who come to the U.S. every year.[655] Since the early 1990s, Mexican immigrants are no longer concentrated in California, the Southwest, and Illinois, but have been coming to new gateway states, including New York, North Carolina, Georgia, Nevada, and Washington, D.C., in increasing numbers.[655] This phenomenon can be mainly attributed to poverty in Mexico, the growing demand for unskilled labor in the U.S., the existence of established family and community networks that allow migrants to arrive in the U.S. with people known to them.[655]
The framework of U.S. immigration law has largely remained the same since 1965. The U.S. economy needs both high-skilled and low-skilled immigrant workers to remain competitive and to have enough workers who continue to pay into Social Security and Medicare as the U.S. population grows older. Nonetheless, there are currently very few channels for immigration to the U.S. for work-related reasons under current law.[656] Furthermore, Amnesty International has taken concern regarding the excessive brutality inflicted upon illegal immigrants, which includes beatings, sexual assault, denial of medical attention, and denial of food, water and warmth for long periods.[657]
For many years, the Mexican government showed limited interest in the issues. However, former PresidentVicente Fox actively sought to recognize the contribution of migrants to the U.S. and Mexico and to pursue a bilateral migration agreement with the U.S. government, which eventually failed.[658] The administration of Felipe Calderón had placed an emphasis on how to create jobs in Mexico, enhance border security, and protect Mexican citizens living abroad.[659]
Traditionally, Mexico built a reputation as one of the classic asylum countries, with a varying attitude toward refugees from Spain and other European countries before and during World War II, from Latin America's Southern Cone in the 1970s, and from Central America since the beginning of the 1980s.[660] However, in recent years refugees who solicit asylum are usually treated as if they were just immigrants, with exhaustive administrative processes.[660] The southern border of Mexico has experienced a significant increase in legal and illegal flows since the 1990s, in particular for migrants seeking to transit Mexico to reach the U.S.[661]José Luis Soberanes, president of the National Human Rights Commission, condemned the repressing policy implemented by the Mexican government against illegal immigrants who cross the country's southern border.[662]PresidentCalderón modified the "General Law on Population" to derogate some penalties against immigrants like jail time, instead imposing fines of up to US$500 on illegal immigrants.[663]
