تاريخ

بعد تشكيل مملكة بريطانيا العظمى (التي وحدت إنجلترا واسكتلندا) في عام 1707، استمرت العلاقات الخارجية البريطانية إلى حد كبير في علاقات مملكة إنجلترا . ركزت السياسة الخارجية البريطانية في البداية على تحقيق توازن القوى داخل أوروبا، مع عدم سيطرة دولة واحدة على شؤون القارة. ظلت هذه السياسة مبررًا رئيسيًا لحروب بريطانيا ضد نابليون، وللتدخل البريطاني في الحربين العالميتين الأولى والثانية . ثانيًا، واصلت بريطانيا توسيع " إمبراطوريتها البريطانية الأولى " الاستعمارية من خلال الهجرة والاستثمار.

1814–1914

الحرب العالمية الأولى
عشرينيات القرن العشرين

[9] دعمت بريطانيا الحل الدولي للتعويضات الألمانية من خلال خطة دوز وخطة يونغ . بعد أن ساعدت خطة دوز في استقرار عملة ألمانيا وخفض مدفوعاتها السنوية، تمكنت ألمانيا من دفع تعويضاتها السنوية باستخدام الأموال المقترضة من بنوك نيويورك، واستخدمت بريطانيا الأموال التي تلقتها لدفع واشنطن. في السياسة البريطانية الداخلية، كان لحزب العمال الناشئ سياسة خارجية مميزة ومريبة قائمة على السلمية . كان قادته يعتقدون أن السلام مستحيل بسبب الرأسمالية والدبلوماسية السرية وتجارة الأسلحة . شدد حزب العمال على العوامل المادية التي تجاهلت الذكريات النفسية للحرب العظمى والتوترات العاطفية الشديدة فيما يتعلق بالقومية وحدود البلدان. ومع ذلك، كرس زعيم الحزب رامساي ماكدونالد الكثير من اهتمامه للسياسات الأوروبية. ثلاثينيات القرن العشرين

كانت الذكريات الحية لأهوال الحرب العالمية الأولى ووفياتها سبباً في ميل العديد من البريطانيين ـ وزعمائهم في كافة الأحزاب ـ إلى السلمية في فترة ما بين الحربين العالميتين. وقد أدى هذا بشكل مباشر إلى استرضاء الدكتاتوريين (ولا سيما موسوليني وهتلر ) من أجل تجنب تهديداتهم بالحرب. [12]

الحرب العالمية الثانية
بعد التوقيع على التحالف العسكري الأنجلو بولندي في أغسطس 1939، أعلنت بريطانيا وفرنسا الحرب على ألمانيا في سبتمبر 1939 ردًا على غزو ألمانيا لبولندا. وشمل هذا الإعلان مستعمرات التاج والهند ، التي كانت تسيطر عليها بريطانيا بشكل مباشر. كانت المستعمرات مستقلة في السياسة الخارجية، على الرغم من دخولها جميعًا بسرعة في الحرب ضد ألمانيا. بعد الهزيمة الفرنسية في يونيو 1940، وقفت بريطانيا وإمبراطوريتها بمفردها في القتال ضد ألمانيا، حتى يونيو 1941. قدمت الولايات المتحدة الدعم الدبلوماسي والمالي والمادي، بدءًا من عام 1940، وخاصة من خلال الإعارة والتأجير ، والتي بدأت في عام 1941 وبلغت قوتها الكاملة خلال عام 1943. في أغسطس 1941، التقى تشرشل وروزفلت واتفقا على ميثاق الأطلسي ، الذي أعلن أنه يجب احترام "حقوق جميع الشعوب في اختيار شكل الحكومة التي يعيشون في ظلها". كانت هذه الصياغة غامضة وسيتم تفسيرها بشكل مختلف من قبل البريطانيين والأمريكيين والحركات القومية. بدءًا من ديسمبر 1941، اجتاحت اليابان الممتلكات البريطانية في آسيا، بما في ذلك هونج كونج ومالايا وخاصة القاعدة الرئيسية في سنغافورة . ثم زحفت اليابان إلى بورما ، واتجهت نحو الهند. كان رد فعل تشرشل على دخول الولايات المتحدة في الحرب هو أن بريطانيا أصبحت الآن على يقين من النصر وأن مستقبل الإمبراطورية آمن، لكن الهزائم السريعة أضرت بشكل لا رجعة فيه بمكانة بريطانيا وهيبتها كقوة إمبريالية . دفع إدراك أن بريطانيا لا تستطيع الدفاع عنهم أستراليا ونيوزيلندا إلى علاقات وثيقة دائمة مع الولايات المتحدة. ما بعد الحرب

في عام 1945، كانت بريطانيا تعاني من ضائقة اقتصادية (مثقلة بالديون وتتعامل مع الدمار الواسع النطاق للبنية الأساسية )، لذا فقد قلصت بشكل منهجي التزاماتها الخارجية. كما سعت إلى لعب دور بديل كمشارك نشط في الحرب الباردة ضد الشيوعية ، وخاصة كعضو مؤسس لحلف شمال الأطلسي في عام 1949. [17]
لقد بنى البريطانيون إمبراطورية عالمية ضخمة للغاية، بلغت ذروتها في الحجم في عام 1922، بعد أكثر من نصف قرن من التفوق العالمي بلا منازع. ومع ذلك، فرضت التكاليف التراكمية لخوض حربين عالميتين عبئًا ثقيلًا على الاقتصاد المحلي، وبعد عام 1945 بدأت الإمبراطورية البريطانية في التفكك بسرعة، مع حصول جميع المستعمرات الكبرى على الاستقلال. وبحلول منتصف إلى أواخر الخمسينيات من القرن العشرين، اختفت مكانة المملكة المتحدة كقوة عظمى في مواجهة الولايات المتحدة والاتحاد السوفيتي. انضمت معظم المستعمرات السابقة إلى "كومنولث الأمم"، وهي منظمة من الدول المستقلة تمامًا والتي تتمتع الآن بمكانة متساوية مع المملكة المتحدة. ومع ذلك، لم تحاول أي سياسات جماعية كبرى. قلصت بريطانيا تدخلاتها في الشرق الأوسط بعد أزمة السويس المهينة عام 1956. ومع ذلك، أقامت بريطانيا علاقات عسكرية وثيقة مع الولايات المتحدة وفرنسا وألمانيا، من خلال تحالف الناتو العسكري. بعد سنوات من النقاش (والرفض)، انضمت بريطانيا إلى السوق المشتركة عام 1973؛ والتي أصبحت الاتحاد الأوروبي عام 1993. القرن الحادي والعشرين

شملت مبادرات السياسة الخارجية لحكومات المملكة المتحدة منذ تسعينيات القرن العشرين التدخل العسكري في الصراعات وحفظ السلام وبرامج المساعدة الإنسانية وزيادة الإنفاق على المساعدات ودعم إنشاء المحكمة الجنائية الدولية وتخفيف أعباء الديون عن البلدان النامية وإعطاء الأولوية للمبادرات الرامية إلى معالجة تغير المناخ وتعزيز التجارة الحرة . بدأت المملكة المتحدة في إنشاء مرافق جوية وبحرية في الخليج العربي ، وتقع في الإمارات العربية المتحدة والبحرين وعمان في 2014-2015. [32] [33] [34] [35] سلطت مراجعة الدفاع والأمن الاستراتيجية لعام 2015 الضوء على مجموعة من مبادرات السياسة الخارجية لحكومة المملكة المتحدة. [36] [37] يلاحظ إدوارد لونجينوتي كيف تكافح سياسة الدفاع البريطانية الحالية مع كيفية استيعاب التزامين رئيسيين، تجاه أوروبا واستراتيجية عسكرية عالمية " شرق السويس "، ضمن ميزانية دفاع متواضعة لا يمكنها تمويل سوى التزام واحد. ويشير إلى أن اتفاقية بريطانيا في ديسمبر 2014 لفتح قاعدة بحرية دائمة في البحرين تؤكد إعادة التزامها التدريجي شرق السويس. في نهاية يناير 2020، غادرت المملكة المتحدة الاتحاد الأوروبي ، مع اتفاقية تجارية لاحقة مع الاتحاد الأوروبي سارية المفعول اعتبارًا من 1 يناير 2021، والتي تحدد شروط العلاقة الاقتصادية بين المملكة المتحدة والاتحاد الأوروبي والقدرات التي يمكن لوزارة الخارجية والكومنولث والتنمية استخدامها في العلاقات الخارجية المتعلقة بالتجارة.
القوة العسكرية
لقد غزت بريطانيا (رغم أنها لم تسيطر بالضرورة) الأراضي الواقعة ضمن الحدود الحديثة لـ 172 دولة من أصل 194 دولة في العالم في وقت أو آخر، [43] [44] كما تعرضت هي نفسها للغزو 73 مرة (حسب إحدى الإحصاءات) منذ عام 1066. [45]
